Community Center<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Call to Order <\/strong>\u2013 6:30 p.m. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Attending:<\/strong>&nbsp; Mayor Jan Webster, Council\nMembers \u2013 Dusty Durst, Thomas Gary, Lamar Watkins, Mike Barfield, Mainstreet\nNews \u2013 Charles Phelps, City Clerk &#8211; Debbie Fontaine, and City Attorney Jody\nCampbell &nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Pledge of Allegiance &#8211; All<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Minutes:<\/strong> Mike motioned to approve the May 6, 2019 Council Meeting\nMinutes; Dusty &nbsp;&nbsp;seconded. All were in favor. <strong>Motion approved<\/strong>. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Financials:<\/strong> Dusty motioned to approve the May 2019 Financials; Mike seconded.\nAll were in favor. <strong>Motion approved.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>NEW\nBUSINESS<\/strong><strong>:&nbsp;&nbsp;&nbsp; <\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Memorial\nDrive \u2013 Ordinance to rename the road \u2013 <\/strong>Jan\ninformed council members that the property and road leading to 527 Memorial\nDrive has issues for 911 addressing. We were requested by the county that the\ncity make a change to that house address and road name. &nbsp;The current owners of that address, Ed &amp;\nMegan Atherton have asked if it is possible to name the road in accordance with\nthe event center they are developing. (The original recommendation was Old\nMemorial Drive.) Jackson County agreed that as long as the new road name is not\nduplicated elsewhere in Jackson County it would be fine. The Athertons chose <strong>Cedar Station Drive<\/strong>.&nbsp; Dusty motioned to change the name to Cedar\nStation Drive; Thomas seconded.&nbsp; All were\nin favor. <strong>Motion was approved. The new\naddress will be 97 Cedar Station Drive. <\/strong><\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>GIRMA \u2013\nCyber Security \u2013 <\/strong>Matthew<strong> <\/strong>Simmons with AJ Gallagher &amp; GIRMA briefly\nspoke about the current state of cyber threats in Georgia cities. Matthew then\nmade himself available to council for questions.&nbsp; After Q&amp;A Mike motioned for the City of\nNicholson to approve a Cyber Security policy effective June 4, 2019; Dusty\nseconded. All were in favor, <strong>Motion was\napproved<\/strong>.&nbsp; <\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>City\nof Ethics<\/strong> \u2013 Mike motioned that\nthe City of Nicholson renew their \u201cCity of Ethics\u201d certification adhering to\nthe following 5 ethics principals:<\/li><li>Serve\nOthers, Not Ourselves<\/li><li>Use\nResources With Efficiency and Economy<\/li><li>Treat\nAll People Fairly<\/li><li>Use\nThe Power of Our Position For The Well Being Of Our Constituents<\/li><li>Create An Environment Of Honesty, Openness And Integrity<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">-Lamar seconded the motion; all were in favor. <strong>Motion was approved to renew City of\nEthics.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>OLD\nBUSINESS<\/strong><strong>: &nbsp;(No old Business)<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>MAYORS REPORT: <\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Jan told council members\nthat the farmers market went well.&nbsp; She\nmentioned that the vegetables should be available by the time of the next\nFarmers Market. She also thanked everyone that volunteered to help.<\/li><li>&nbsp;Jan told council members that GDOT returned\nthe cities\u2019 centerline road mileage back to 16 miles. GDOT had removed 8 miles\nat the start of this year bringing us to 8 miles.&nbsp; <\/li><li>Jan told council members that Debbie\npursued GMA (Re: Health Insurance) asking why the quote was so high; she said\nDana from GMA reran the quote, removing the council members and the city\nreceived a quote that was in line with the first quote accepted by the city.\nDebbie canceled the policy with Johnson Benefits and signed up with GMEBS. The\nbenefit of using GMEBS is that the quote we receive will not change if\nemployees choose to not accept the insurance and it had a few more perks\nincluded in the policy.&nbsp; <\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>LIBRARIAN\u2019S REPORT:&nbsp; <\/strong><strong>&nbsp;<\/strong>&nbsp;(<em>Per Manager<\/em>)<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><em>CeCe and Rhonda\nvisited both EJES and SJES to discuss the 2019 Summer Reading Program.<\/em><\/li><li><em>CeCe visited EJES\nfor Career Day.<\/em><\/li><li><em>Our first program\nwas Galaxy Potato Prints and Slime-we had over 80 people. This is way we need\nto use the annex. That many people won\u2019t fit into our meeting room space.<\/em><\/li><li><em>Passports were\nstrong going into May. They will probably slow down during the summer since\nmost people have theirs now. <\/em><\/li><li><em>We have the\nlibrary decorated for summer.<\/em><\/li><li><em>Tomorrow (Tuesday\nthe 4<sup>th<\/sup>), we will be having the planetarium. The spaces are full. We\nwill be using the gym and the annex tomorrow.<\/em><\/li><li><em>We are still\nselling quilt tickets. See me if you would like to buy some. <\/em><\/li><li><em>We are collecting\ndonations for Back to School Bingo. We will be collecting index cards, paper,\npencils etc. Please drop your donations off at the library or city hall.<\/em><\/li><li><em>Outside programs\nin June: Star Lab Planetarium, Home Depot, Sam\u2019s Path Petting Zoo, Science\nTellers, and UGA Museum of Art: bead weaving.<\/em><\/li><li><em>In House Programs\nJune: Rocket ship streamers, phases of the moon, marbled planets, and pipe\ncleaner constellations.<\/em><\/li><li><em>Bandit (therapy\ndog) will be visiting in June. <\/em><\/li><li><em>&nbsp;The lunch bus will be here Monday-Friday at\n12:30 pm. It will be here until July 26.
