Community Center<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Call to Order <\/strong>\u2013 6:30 p.m.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Attending: <\/strong>Mayor Jan Webster, Council Members \u2013 Dusty Durst, Thomas\nGary, Lamar Watkins, Mike Barfield, Mainstreet News \u2013 Charles Phelps, City\nClerk &#8211; Debbie Fontaine, and City Attorney Jody Campbell<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">Pledge of Allegiance &#8211; All<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Minutes: <\/strong>Mike motioned to approve the\nAugust 5, 2019 Council Meeting Minutes; Thomas seconded. All were in favor. <strong>Motion approved<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Financials: <\/strong>Dusty motioned to approve the\nAugust 2019 Financials; Mike seconded. All were in favor. <strong>Motion approved.<\/strong><\/p>\n\n\n\n<h1 class=\"wp-block-heading\">NEW BUSINESS:<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Adopt Lease Agreement \u2013 <\/strong>There were changes discussed during work\nsession that will be added to or changed in the lease agreement. Those changes\nare as follows:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The original buildings to be leased were 2020 and 2040;\n2030 and 2031 were added to the agreement for future use but not being used initially.<\/li><li>Water, power and gas would be charged according to the\ncity pro rata share of the bill\nusing the occupied square footage. Right now this is a 50-50 split.<\/li><li>Delete medical expenses limit and building limit from Insurance terms.<\/li><li>The playground maintenance and fencing will be the responsibility of\nthe Tenants.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Mike motioned to adopt the lease agreement with said\nchanges, Dusty seconded. Motion approved. <strong>Lease\nAgreement for Candy Castle was approved.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Veterans Program \u2013 <\/strong>Jan asked council if the city could begin establishing a Veterans Day Program Committee. Dusty, Mike and Lamar mentioned that they were willing to be on the<br>committee. Council mentioned having the program on Sunday, November 10, 2019. This event will be hosted at the Benton Hall Facility.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Approve\nElectrician for Daycare Center work \u2013 <\/strong>Thomas motioned that the city approve Charles Hill\nElectrical Contractor for work at a total of $6275. Dusty seconded. All were in\nfavor, <strong>motion was approved<\/strong>.<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">OLD BUSINESS: (No old Business)<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>MAYORS REPORT:<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Jan informed\ncouncil members that the city commonly gets calls and Facebook comments from\ncitizens making requests or sharing concerns. The city staff has asked that\nthese items be added to the Mayors\nReport during council meetings. This week they were as follows:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>One resident asked that the city remove the redundant\nstop signs near the railroad crossing. <em>This\nhas been addressed in the past and the city was told the additional signs are\nrequired by GDOT and Norfolk Southern Railroad.<\/em><\/li><li>Another citizen mentioned concerns over how hot the playground\nequipment gets and asked if the city\nwould consider covering\/shading the playground. <em>Council agreed to consider the situation. One council member mentioned\nplanting trees.<\/em><\/li><li>A local Girl Scout troop has requested the use of the community center\nfor 3 Thursdays a month, from 6:30pm \u2013 7:30pm to hold Girl Scout Meetings. <em>Council agreed to allow, there was also a\nmention of using a different city building that may be more suited for such\nmeetings-(The Wilbanks House).<\/em><\/li><li>Jan mentioned that the first meeting for Daisy Festival\n2020 will be @ 6:00pm Thursday October 3rd in city hall conference room<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>LIBRARIAN\u2019S REPORT:&nbsp;&nbsp; <\/strong>(<em>Per Manager<\/em>)<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>We used the month of August to wind down from Summer\nReading and to get ready for our fall\nand winter programs.<\/li><li>We did have Bandit the therapy dog visit in August.\nBandit will be taking a break while\nhis owner Kate gets adjusted to a busy high school schedule.<\/li><li>Tomorrow, the library will be invaded by pirates. We\nwill have story time, games and prizes. Every staff member will be dressing up\nas a pirate. Each buccaneer will decorate his\/her own treasure chest to fill.\nWe will then use the games for our Halloween\nprogram.<\/li><li>We also start tomorrow bringing story time to the\nPre-K classes of EJES, SJES and Candy Castle.<\/li><li>Our annual Halloween program will be on Thursday Oct\n24th. Our regular October program\nwill be based on monsters this year.<\/li><li>Our grand prize winner for Summer Reading was Hailey Coile who attends EJES.<\/li><li>We have a few more prizes to give out for our adult summer reading program.<\/li><\/ul>\n\n\n\n<h1 class=\"wp-block-heading\">CITIZENS REQUESTING TO SPEAK<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Adjournment: <\/strong>Mike motioned to adjourn;\nDusty seconded. <strong>Meeting Adjourned at\n7:04 pm.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Announcements:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Next Work Session September 26, 2019<\/li><li>Next City Council Meeting October 7,\n2019<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Approved by City Clerk for Website<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Monday \u2013 September 9, 2019 6:30 P.M.
