Monday\n\u2013 November 4, 2019 6:30 P.M. Community Center<\/h1>\n\n\n\n

Call to Order <\/strong>\u2013 6:30 p.m.<\/p>\n\n\n\n

Attending: <\/strong>Mayor Jan Webster, Council\nMembers \u2013 Dusty Durst, Thomas Gary, Lamar Watkins, Mike Barfield, Mainstreet\nNews \u2013 Charles Phelps, City Clerk – Debbie Fontaine<\/p>\n\n\n\n

Pledge of Allegiance – All<\/h1>\n\n\n\n

Minutes: <\/strong>Dusty motioned to approve the\nSeptember 9, 2019 Council Meeting Minutes; Lamar seconded. All were in favor. Motion approved<\/strong>.<\/p>\n\n\n\n

Financials: <\/strong>Dusty motioned to approve\nthe September 2019 Financials; Mike seconded. All were in favor. Motion approved. <\/strong>(Will add October to\nDecember Minutes)<\/p>\n\n\n\n

NEW BUSINESS:<\/h1>\n\n\n\n

IGA with Jackson County Sheriff\u2019s Office <\/strong>\u2013\nJody Campbell informed the city last month that Judge Gabriel Bradford mandated\npolice presence during court proceedings; Jody asked the city to consider an\nIGA with Jackson County Sheriff\u2019s Office. Council Members agreed and Jody drew\nup the IGA. Mike motioned that the city adopt the Intergovernmental Agreement\nwith Jackson County Sheriff\u2019s Office; Dusty seconded. All were in favor, motion approved.<\/strong><\/p>\n\n\n\n

OLD BUSINESS:<\/h1>\n\n\n\n

MAYORS REPORT:<\/strong><\/p>\n\n\n\n

  • Jan first mentioned that Debbie received a call this afternoon from\nCrystal Tolbert, Cub Scout Pack 713,\nasking if her scouts could somehow be involved in the Veterans Day Ceremony.\nThere was discussion since Programs have all been sent out and printed up.\nAfter much discussion council members agreed to have them give the Pledge of\nAllegiance with Senator Frank Ginn.<\/li><\/ul>\n\n\n\n
    • Nicholson will host the Jackson County Complete Count\nCommittee meeting on Friday November 8th.<\/li>
    • We have been working on the Budget but were unable to complete the\nbudget before<\/li><\/ul>\n\n\n\n

      tonight\u2019s\nmeeting. The Budget will be sent out to review later this week and added to the\nnext Work Session Agenda.<\/p>\n\n\n\n

      • Jackson County Elections reminded the city that all\ncandidates for the coming election\nneed to come vote and leave immediately after voting. Candidates are not\nallowed to linger at the polling place.<\/li>
      • Veterans Day Program is at 3:00pm Sunday November 10, 2019 at Benton Hall.<\/li>
      • Jan reminded all that the GMA District 5\nMeeting\/luncheon will be at 11:30am Tuesday November 12th.<\/li>
      • Jan asked all to continue contemplating the names that were submitted\nduring the last work session for the NWA appointment. The vote will take place\nat the December 2019 Council Meeting.<\/li><\/ul>\n\n\n\n

        LIBRARIAN\u2019S REPORT:   <\/strong>(Per Manager\nNotes<\/em>)<\/p>\n\n\n\n

        • We had two programs in October. One on Oct 8 was the\nMonster Academy where children learned about different monsters. The other was\nour annual Halloween event on October 24th. Our Halloween event was a huge\nsuccess. We had over 100 people attend.\nThe Nicholson Area Fire and Rescue started the evening off with a discussion on\nHalloween safety. They also donated goody bags. The children then played games\nand won prizes. The evening ended with a magic show. I would like to thank the\ncity for allowing the library to use Benton Hall for the magic show.<\/li>
        • We are continuing to hold our Pop Up Library once a\nmonth at EJMS. We also continue story\ntimes at the preschool classes at EJES and SJES plus story time at Candy Castle.<\/li>
        • The Nicholson Library will be Frozen on Tuesday Nov 19\nfrom 4-6 pm. The children will make a\nmarshmallow Olaf, do a sing a long and there will be a trivia game starting at\n4:45 pm. Prizes will be awarded at the trivia game. Elsa and Olaf will make a\nsurprise visit.<\/li>
        • All of the staff attended Piedmont Regional Staff Training Day on\nMonday October 12th.<\/li><\/ul>\n\n\n\n
