Nicholson Council Meeting Minutes<\/strong><\/p>\n\n\n\n

Monday\n\u2013 December 2, 2019 6:30 P.M. Community Center<\/h1>\n\n\n\n

Call to Order <\/strong>\u2013 6:30 p.m.<\/p>\n\n\n\n

Attending: <\/strong>Mayor Jan Webster, Council\nMembers \u2013 Dusty Durst, Thomas Gary, Lamar Watkins, Mike Barfield, City\nAttorney-Jody Campbell, Mainstreet News \u2013 Charles Phelps, City Clerk – Debbie\nFontaine Two guests from City of Statham were there to observe the meeting.<\/p>\n\n\n\n

Pledge of Allegiance – All<\/h1>\n\n\n\n

September 26, 2019 Special Called Meeting Minutes: <\/strong>Thomas\nmotioned to approve the September 26, 2019 Special Called Meeting Minutes;\nDusty seconded. All were in favor. Motion\napproved<\/strong>.<\/p>\n\n\n\n

Minutes: <\/strong>Mike motioned to approve the\nNovember 4, 2019 Council Meeting Minutes; Dusty seconded. All were in favor. Motion Approved.<\/strong><\/p>\n\n\n\n

Financials: <\/strong>Dusty motioned to approve the\nOctober and November 2019 Financials; Thomas seconded. All were in favor. Motion approved.<\/strong><\/p>\n\n\n\n

NEW BUSINESS:<\/h1>\n\n\n\n

Adopt 2020\nBudget <\/strong>\u2013\nLamar motioned to adopt the 2020 Budget; Mike seconded. All were in favor. Motion approved – 2020 Budget Adopted.<\/strong><\/p>\n\n\n\n

Vote \u2013 NWA Appointee \u2013 <\/strong>Thomas motioned\nthat the city appoint Bert Carithers to be the cities representative to the\nWater Authority; Mike seconded. A vote was taken and all were in favor. Motion Approved.<\/strong><\/p>\n\n\n\n

Agreement Jackson EMC Security Monitoring \u2013 <\/strong>Mike\nmotioned that the city use Jackson EMC Security Monitoring for the City of\nNicholson, Dusty seconded. All were in favor. Motion approved for Jackson EMC Security.<\/strong><\/p>\n\n\n\n

OLD BUSINESS: NA<\/h1>\n\n\n\n

MAYORS REPORT:<\/strong><\/p>\n\n\n\n

  • There were a few complaints brought and they are as follows:
    • Request to move the Stop Sign at the end of Broad Street.<\/li><\/ul>
      • Limbs not all picked up, they wanted to know why only\nsome were picked up. This was a\nrather large stack of limbs. Doyle returned the call.<\/li><\/ul>
        • City limit sign has been removed from Jefferson\nDrive\/Brockton Road at Ridge Creek. The person who called is trying to get the\nspeed limit lowered by the State and\nthought the city limit sign needed to be in place for them to measure # of\nvehicles driving through.<\/li><\/ul><\/li>
        • Jan informed council that the City will have its annual\nChristmas Tree Lighting on December 3rd at 6:30pm.<\/li>
        • December 12th the Nicholson Fire Department will be using Benton Hall\nfor their Christmas Dinner.<\/li>
        • December 19th the city will hold its Christmas luncheon at noon for\ncity employees, Mayor and Council as well as Planning Board Members.<\/li>
        • Daycare Center is still working towards opening in January.<\/li>
        • Doyle and David began working on the History Room at Benton.<\/li><\/ul>\n\n\n\n

          LIBRARIAN\u2019S REPORT:   <\/strong>(Per Manager\nNotes<\/em>)<\/p>\n\n\n\n

          1. Our Frozen was a huge hit. We had a craft, trivia game, sing a long,\nballoon animals and face painting with a visit by Elsa.<\/em><\/li>
          2. Santa and Mrs. Claus will\nvisit on Tuesday December 10<\/strong><\/em>th <\/em><\/strong>from 6-8 pm<\/em><\/strong>. Besides Santa we will have\na craft, cookies and punch, place to take selfies, and music.<\/em><\/li>
          3. We will also have a cookie decorating program on Tuesday December 17<\/strong><\/em>th <\/em><\/strong>from 4-6 pm.<\/em><\/strong><\/li><\/ol>\n\n\n\n

            There will\nalso be stories about cookies.<\/em><\/p>\n\n\n\n

            • We are gearing up towards summer.<\/em><\/li><\/ul>\n\n\n\n

              CITIZENS REQUESTING TO SPEAK \u2013 NA<\/h1>\n\n\n\n

              Executive Session: <\/strong>Mike made a motion\nto go into Executive Session; Dusty seconded. Council Members went into\nExecutive Session.<\/p>\n\n\n\n

              Mike motioned to\ncome out of Executive Session, Dusty seconded. Jody Campbell explained that the\nCity of Nicholson adjourned into executive session to discuss matters of\npending or continuing litigation. No votes were taken regarding matters\nprotected by Attorney Client privilege and is not subject to disclosure.<\/p>\n\n\n\n

              Adjournment: <\/strong>Dusty motioned to adjourn;\nMike seconded. Motioned approved.<\/strong><\/p>\n\n\n\n
