Community Center<\/strong><\/p>\n\n\n\n<p><strong>Call to Order <\/strong>\u2013 6:30 p.m.<\/p>\n\n\n\n<p><strong>Attending:<\/strong>&nbsp; Mayor Jan Webster, Council Members \u2013 Thomas Gary, Mike Barfield, Dusty Durst, Lamar Watkins, Debbie Fontaine-City Clerk, Angie Gary -Mainstreet News, <strong>Not Present<\/strong> &#8211; City Attorney-Jody Campbell, Library Manager- Rhonda O\u2019Keeffe, John Ring<\/p>\n\n\n\n<p><strong>Pledge of Allegiance &#8211; All<\/strong><\/p>\n\n\n\n<p><strong>Minutes: <\/strong>&nbsp;Mike motioned to approve the June 7, 2021 Council Meeting Minutes; Dusty seconded.&nbsp; All were in favor. <strong>Motion Approved.<\/strong><\/p>\n\n\n\n<p><strong>Financials:<\/strong> &nbsp;Dusty motioned to approve June 2021 financials, Lamar seconded. All were in favor. <strong>Motion was approved. &nbsp;<\/strong><\/p>\n\n\n\n<p><strong>NEW BUSINESS: N\/A<\/strong><\/p>\n\n\n\n<p><strong>OLD BUSINESS:&nbsp;&nbsp;<\/strong><\/p>\n\n\n\n<p><strong>Rezone Application: Linda O\u2019Reilly \u2013 <\/strong>Application to rezone property in order to subdivide and separate 2<sup>nd<\/sup> dwelling.&nbsp; Mike asked Ms. O\u2019Reilly if she had tried to move the trailer over a few feet to bring into compliance.&nbsp; Ms. O\u2019Reilly said she could not. The trailer is very old and will be demolished at a future date when no longer in use-this is part of the agreement with current buyers.&nbsp; Mike motioned to approve application as long as it is within guidelines of the city ordinance. This motioned died for lack of a second.&nbsp; A Motion was made by Dusty Durst to approve the application to rezone, Lamar seconded. A vote was taken, Thomas, Dusty and Lamar voted in approval of the application, Mike Barfield opposed. <strong>Motion approved to accept Rezone Application.<\/strong><\/p>\n\n\n\n<p><strong>Resolution to Establish Video\/Cable Franchise Fees \u2013 <\/strong>Thomas motioned to pass the Resolution that would establish a Video\/Cable Franchise Fee of 5% with the Secretary of State\u2019s Office for the City of Nicholson; Dusty seconded. All were in favor; <strong>Motion Approved<\/strong>.<\/p>\n\n\n\n<p><strong>MAYORS REPORT:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Received one bid for paving to be done in Nicholson. We will vote to approve the bid at the next council meeting on August 2<sup>nd<\/sup>.<\/li><\/ul>\n\n\n\n<p><strong>Ivy Creek Drive<\/strong> &#8211; Patch and Overlay&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<p><strong>Pine Ridge Place <\/strong>&#8211; Patch and Overlay&nbsp;<\/p>\n\n\n\n<p><strong>Winding Vine Lane (Cul-de-sac)<\/strong> \u2013 Patch and Overlay\u00a0\u00a0<\/p>\n\n\n\n<p><strong>Quail Ridge<\/strong> \u2013 Patch<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Comp Plan meeting is this week on Thursday July 15<sup>th<\/sup> @6:00PM.&nbsp; NEGRC asked us to invite Stakeholders, which are businesses in the community.<\/li><li>We received approval for the ARPA Funds.&nbsp; Still searching for the usage rules to be sent. There will be more detailed information coming to cities.<\/li><\/ul>\n\n\n\n<p><strong>LIBRARIANS REPORT: <\/strong><em>Per Library Manager<\/em><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Summer Reading Program is winding down. Our end of the summer party is this Thursday July 15 10:30 AM at the park. We will have the Fire Department there hosing the children down!<\/li><li>The Lunch Bus numbers have been good this year. We are averaging around 20. The last day for the bus is Thursday July 22<sup>nd<\/sup>.<\/li><\/ul>\n\n\n\n<p>M-TH 11:45 AM \u2013 12:15 PM, age 18 and younger, no need to sign up<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>We are still handing out prizes for the children\u2019s summer reading program. We started the adult summer reading program at the beginning of July.<\/li><li>I am sending staff\/volunteers to the elementary Open Houses on July 28.<\/li><li>I am contacting the area elementary schools (EJ and SJ) about a reading story time program to the PRE-K classes. We did this pre-covid.
