Community Center<\/strong><\/p>\n\n\n\n<p><strong>Call to Order <\/strong>\u2013 6:30 p.m.<\/p>\n\n\n\n<p><strong>Attending: <\/strong>Mayor Jan Webster -Council Members \u2013 Thomas Gary, Dusty Durst, Lamar Watkins, Debbie Fontaine-City Clerk &#8211; Sherry Lewis &#8211; Mainstreet News &#8211; City Attorney-Jody Campbell \u2013 <strong>Members not present<\/strong>-Mike Barfield<\/p>\n\n\n\n<p><strong>Pledge of Allegiance &#8211; All<\/strong><\/p>\n\n\n\n<p><strong>Minutes: <\/strong>Dusty motioned to approve September 7, 2021 Council Meeting Minutes, Thomas seconded. All were in favor, <strong>Minutes approved.<\/strong><\/p>\n\n\n\n<p><strong>Financials: <\/strong>Thomas motioned to approve September 2021 Financials, Dusty seconded. All were in favor. <strong>Motion was approved.<\/strong><\/p>\n\n\n\n<p><strong>NEW BUSINESS:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Resolution: Northeast GA Regional Solid Waste Management Authority (NEGRSWMA) \u2013 <\/strong>A Resolution to participate in the update of the Northeast Georgia Regional Solid Waste Management Plan. Thomas motioned to adopt Resolution required by NEGRSWMA; Lamar seconded, <strong>all were in favor, Motion approved.<\/strong><\/li><li><strong>Resolution: GA Cities Week \u2013 <\/strong>Dusty motioned to adopt resolution declaring October 3-9, 2021 Georgia Cities Week in the City of Nicholson; Thomas seconded, <strong>all were in favor<\/strong>, <strong>Motion Approved.<\/strong><\/li><li><strong>Proclamation: \u201cSunday November 7, 2021 is Retired Educators Day in Georgia\u201d \u2013 <\/strong>Dusty motioned that November 7, 2021 be proclaimed Retired Educators Day in Nicholson Georgia; Lamar seconded, <strong>all were in favor. Motion approved.<\/strong><\/li><li><strong>2022 Budget Proposal \u2013 First Reading \u2013 <\/strong>Jan told Council Members to look over 2022 Budget Proposal and plan to discuss at the October Work Session.<\/li><\/ul>\n\n\n\n<p><strong>OLD BUSINESS:<\/strong><\/p>\n\n\n\n<p><strong>Sign \u2013 Tenant Panels \u2013 <\/strong>Davis Signs asked the city to confirm the current list of tenant panels. Council Members agreed with the order of the panels.<\/p>\n\n\n\n<p><strong>MAYORS REPORT:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Jan told council members about discussions with Jackson County regarding Senior Center.<\/li><li>She also mentioned that the Water Authority asked about \u201cdrop box\u201d for NWA and the possibility of putting an island in the parking lot for both, City and NWA.<\/li><li>The Fire Dept. asked if the city would consider partnering with the Fire Dept. if the city paves the Benton Parking area. (They will share in the cost).<\/li><\/ul>\n\n\n\n<p><strong>LIBRARIANS REPORT: <\/strong><em>Per Library Manager<\/em><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Everything is going well.<\/li><li>Sherri reads to the daycare every week. The kids there love her!<\/li><li>Sherri assisted Irma with the Georgia Cities Shaping Our Future.<\/li><li>As part of Cities Week, the library did a story time to go along with Public Works Equipment and the Fire Department trucks.<\/li><li>Hotspots are being checked out.<\/li><li>The library will not be doing a Halloween\/Fall program but will be handing out treat bags on Saturday Oct 30th during our open hours and while supplies last.<\/li><li>Santa and Mrs. Claus are lined up from Christmas.<\/li><li>Labor Day Festival was a success for the library. Both the quilt raffle and cake walks went well.<\/li><\/ul>\n\n\n\n<p><strong>CITIZENS REQUESTING TO SPEAK \u2013<\/strong><\/p>\n\n\n\n<p><strong>Adjournment: <\/strong>Lamar motioned to adjourn, Dusty seconded. All were in favor, <strong>motion approved.
