Community Center<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Call to Order \u2013 6:30 p.m.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Attending: Mayor Jan Webster -Council Members \u2013 Thomas Gary, Dusty Durst, Lamar Watkins, Mike Barfield, Debbie Fontaine-City Clerk, Sherry Lewis &#8211; Mainstreet News, City Attorney-Jody Campbell<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pledge of Allegiance &#8211; All<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Minutes: Dusty motioned to approve October 4, 2021 Council Meeting Minutes, Lamar seconded. All present were in favor, Minutes approved.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Financials: Dusty motioned to approve October 2021 Financials, Thomas seconded. All present were in favor. Motion was approved.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">NEW BUSINESS:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u00b7 2022 Proposed Budget \u2013 Final Reading &amp; Adoption \u2013 Dusty motioned to approve Proposed 2022 Budget, Lamar seconded. A vote was taken, all present were in favor. Motion was approved.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u00b7 NWA \u2013 City Appointment of Water Board Member \u2013 Thomas motioned for the reappointment of John Ring on the Nicholson Water Board; Dusty seconded. A vote was taken, all were in favor. Motion was approved.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u00b7 Retreat Date \u2013 TBD \u2013 council will submit dates and a date will be determined accordingly.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">OLD BUSINESS:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u00b7 Amendment to Zoning Ordinance \u2013 The amendments to Zoning Ordinance will bring it into compliance with current Nicholson Zoning Districts. A motion was made by Thomas Gary for Jody Campbell &amp; Jerry Weitz to proceed with (prepare and initiate for public hearing) adopting items 5 \u2013 12 (removing #1-4 &amp; #7) ; Dusty seconded. All were in favor, motion was approved.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">MAYORS REPORT:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u00b7 Jan reminded all to invite friends, family, and neighbors to Veterans Day Celebration on November 7th at 3:00 P.M.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u00b7 Also reminded everyone that tomorrow is Election Day.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u00b7 Need to set a date for Christmas Tree Lighting after the 13th of November.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u00b7 Pre-closing for USDA will be Tuesday November 9th 2021 and closing date is scheduled for November 12, 2021<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>LIBRARIANS REPORT: <\/strong><em>Per Library Manager<\/em><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Halloween Boo Bags we had approximately 100 children stop by<\/li><li>Because of rain, we delivered Boo Bags to Candy Castle<\/li><li>Friends of the Nicholson Library Quilters Group Quilt for kids<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Veterans<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Work with Senior Citizens<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Quilt for library for Daisy Festival<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Santa and Mrs. Claus will be visiting the Nicholson Library on Dec 7 from 6-8 PM<\/li><li>Sherri and Kierra volunteered at the SJES for the school\u2019s Fall Festival<\/li><li>We have already started working on Summer Reading 2022. The theme is oceanic.<\/li><li>Raffling off a Madame Alexander baby for Christmas. $1 a ticket.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>CITIZENS REQUESTING TO SPEAK \u2013<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Adjournment: <\/strong>Lamar motioned to adjourn, Thomas seconded. All were in favor, <strong>motion approved.
