Community Center<\/strong><\/p>\n\n\n\n<p><strong>Attending:&nbsp;<\/strong>Mayor Jan Webster, Council Members Josh Burkhalter, Lamar Watkins, Mike Barfield, and Thomas Gary. City Clerk Irma Robles, Library Manager Rhonda O\u2019Keeffe, and City Attorney Jody Campbell.&nbsp;&nbsp;For public assistance, refer to the attendance sheet. <strong>Not present:<\/strong> Public Works Director Doyle Samples and Mainstreet News (emailed draft minutes to Mrs. Angela Gary on 9\/6\/2023)<\/p>\n\n\n\n<p><strong>CALL TO ORDER&nbsp;<\/strong>\u2013 6:30 p.m.<\/p>\n\n\n\n<p><strong>PLEDGE OF ALLEGIANCE<\/strong> \u2013 All.<a><\/a><\/p>\n\n\n\n<p><strong>APPROVAL OF SEPTEMBER 5TH, 2023 COUNCIL MEETING AGENDA:<\/strong> Councilman Josh Burkhalter motioned to approve the September 5<sup>th<\/sup>, 2023 Council Meeting Agenda. Councilman Lamar Watkins seconded; <strong>all were in favor. The agenda was approved.<\/strong><\/p>\n\n\n\n<p><strong>AUGUST 7TH, 2023 COUNCIL MEETING MINUTES<\/strong>: Council member Thomas Gary motioned to approve the August 7th, 2023, Council Meeting Minutes;&nbsp;Councilman Mike Barfield seconded. <strong>All were in favor.&nbsp;Minutes approved.<\/strong><\/p>\n\n\n\n<p><strong>AUGUST 2023 FINANCIALS:<\/strong>\u00a0Councilman Thomas Gary asked about the August 2023 P&amp;L; what these amounts were for: Expenses 52.107 Independence Day for $4,615.00 and Expenses 57.3002 Festival-Fireworks for $125.00. City Clerk Irma Robles will forward these questions to the Finance Department the next business day and will answer the mayor and city council by email. Council member Josh Burkhalter motioned to approve the August 2023 Financial report;\u00a0Councilman Mike Barfield seconded. <strong>All were in favor.\u00a0Financials approved.<\/strong><\/p>\n\n\n\n<p><strong>NEW BUSINESS:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Councilman Thomas Gary motioned to approve the First Amendment to the ProBuild lease agreement, Councilman Josh Burkhalter seconded, <strong>and all were in favor. The First Amendment to the lease agreement with ProBuild was approved.<\/strong><\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Councilman Josh Burkhalter motioned to approve the National Recovery Month Proclamation from Reboot Jackson. Councilman Mike Barfield seconded, <strong>and all were in favor. National Recovery Month Proclamation from Reboot Jackson was approved.<\/strong><\/li>\n\n\n\n<li>Councilman Mike Barfield motioned to approve the City of Civility Resolution. Councilman Lamar Watkins seconded, <strong>and all were in favor. City of Civility Resolution was approved.<\/strong><\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>UNFINISHED BUSINESS: Conditional Use Application:<\/strong> Property owner Charlie A. Smith and applicant Terry Chancey from 5412 Highway 441 (2.19 acres) zoned TC &#8211; for a small engine repair business. Councilman Lamar Watkins motioned to approve the conditional use application from Terry Chancey at 5412 Highway 441 for a small engine repair business with no conditions. Councilman Josh Burkhalter seconded and explained that the city needed to address similar issues in town first. All were in favor.<strong> The Conditional Use Application from Terry Chancey was approved.<\/strong><\/li>\n<\/ul>\n\n\n\n<p>Councilman Thomas Gary gave condolences to the family of Larry Farmer. He asked the City Attorney if last month\u2019s approved conditional use application would be extended to the family since property owner Larry Farmer had passed away. City Attorney replied that the Conditional Use was granted to the property, not the owner.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Citizens Requesting to Speak: N\/A<\/li>\n<\/ul>\n\n\n\n<p><strong>LIBRARIAN&#8217;S REPORT:<\/strong> Rhonda O\u2019Keeffe, Library Manager<\/p>\n\n\n\n<p>-The library will do a paint and take craft with children on September 19<sup>th<\/sup> from 3-5 PM at the library annex. It will be a drop in craft. Library Assistant Sherri Stephens will lead this.<\/p>\n\n\n\n<p>-The adult book club will meet in the library on Thursday, September 21, at 1:30 PM.<\/p>\n\n\n\n<p>-Library Assistant Sherri Stephens will be at Art in the Park on Saturday, September 16, to help PRLS and hand out our materials.<\/p>\n\n\n\n<p>-The library has been marketing the city\u2019s movie in the park.<\/p>\n\n\n\n<p>&#8211; It is a must if you haven\u2019t checked out the library&#8217;s Facebook page. Barbie and friends have been visiting the library. This has resulted in more engagement with our page\u2014a shout-out to Sherri Stephens for learning and working with Canva.<\/p>\n\n\n\n<p>-Nicholson Library iPhone and Android classes went well. The library had 15 people attend. All the attendees gave it high marks.<\/p>\n\n\n\n<p>-Library Manager hopes everyone received their September calendar.<\/p>\n\n\n\n<p><strong>MAYOR&#8217;S REPORT:<\/strong><\/p>\n\n\n\n<p>-The following events committee meeting is Thursday, September 7<sup>th<\/sup>, 2023, at 6 p.m.<\/p>\n\n\n\n<p>-Movies at the Park event is on October 14, 2023 at 7 pm (sunset).<\/p>\n\n\n\n<p>-2023 Roads: The selection of Bids will be discussed at the next work session meeting. She asked the council to be prepared for this. Bids were sent to everyone by email.<\/p>\n\n\n\n<p>-Doyle purchased two giant fans at Home Depot last week. These are for the Nicholson Amphitheater for our hot weather events at the park.<\/p>\n\n\n\n<p>-The GMA Fall Conference is on September 28 &amp; 29 at Jekyll Island.<\/p>\n\n\n\n<p>-Keep Jackson Co.
