In attendance was, Mayor Jan Webster, Council Members \u2013 Judy Kesler, Mike Barfield, Max Whitlock, Lamar Watkins, and City Clerk &#8211; Debra Fontaine. Mainstreet News \u2013 Charles Phelps<\/p>\n<p><strong>Pledge of Allegiance<\/strong><\/p>\n<p>Judy motioned to approve the October 3, 2016 Council Meeting Minutes; Max seconded, all were in favor. <strong>Motion approved<\/strong>.<\/p>\n<p>Judy motioned to approve the October Financials; Lamar seconded, all were in favor. <strong>Motion approved.<\/strong><\/p>\n<p><strong>NEW BUSINESS:\u00a0\u00a0\u00a0<\/strong><\/p>\n<p><strong>Adopt 2017 Budget \u2013 <\/strong>After discussion, <strong>Lamar motioned to adopt the proposed 2017 Budget, Judy seconded; a vote was taken and 3 of 4 were in favor.<\/strong><\/p>\n<p>Mike mentioned he would prefer to table until he had questions answered.\u00a0 Motion was already passed. Debbie told Mike she would get answers for him this week.<\/p>\n<p><strong>Proposed LMIG Projects for 2017 \u2013 <\/strong>The 2017 LMIG Project Application was submitted to council members for approval.\u00a0 The project listed were projects already requested by council members-Memorial Drive &amp; Cabin Creek Drive. <strong>Lamar motioned to approve the LMIG Project Application; Judy seconded.\u00a0 All were in favor.\u00a0\u00a0<\/strong><\/p>\n<p><strong>Cemetery \u2013 Flowers \u2013 Reimbursements \u2013 <\/strong>Discussion took place regarding cemetery incident.<\/p>\n<p><strong>Mike made a motion to reimburse those who have receipts for missing flowers; Lamar seconded. All were in favor-Motion approved.<\/strong><\/p>\n<p><strong>OLD BUSINESS: <\/strong><\/p>\n<p><strong>Personnel Policy \u2013 Handbook Amendment to Employee Evaluations \u2013 <\/strong>From previous meetings\/discussions, council members are currently responsible for employee evaluations and do not necessarily have firsthand observance of employees being evaluated.<strong>\u00a0 <\/strong>Jody mentioned that he would bring an amendment to the personnel handbook to the next Work Session for approval\/adoption.<strong>\u00a0\u00a0 <\/strong><\/p>\n<p><strong>Dirt Dumping \u2013 <\/strong>Max mentioned concerns over the Maintenance Dept. clearing an area that has been a usual dumping area for dirt from newly dug graves. He said that when a grave begins to settle it helps to have the dirt available as fill. Jan commented that this area needed to be cleaned and commended the Maintenance Dept. for taking the initiative. Max asked if there was another place the city could designate for the cemetery dirt dumping.\u00a0 A space on the property was agreed on by all. Doyle said he would call GDOT and request permission. Max motioned to table the discussion until further information is sought\/available from GDOT. Mike seconded. <strong>Motion tabled. <\/strong><\/p>\n<p><strong>MAYORS REPORT: <\/strong><\/p>\n<p>Jan mentioned that the East Jackson Softball Girls won State Champs! She praised the team and the school for such a great achievement and said how proud they make the City of Nicholson!<\/p>\n<p>East Jackson Elementary is hosting a memorial\/observance luncheon for Veterans on November 11, 2016. All were invited to come.<\/p>\n<p>Jan told council members that our Insurance carrier, Franklin Insurance, is putting out our information for bid:\u00a0 All questionable properties and equipment were confirmed or removed from the current policy so it could be properly assessed for bids.<\/p>\n<p><strong>LIBRARIAN\u2019S REPORT <\/strong>\u2013<\/p>\n<p>Rhonda shared the following Library Report:<\/p>\n<p>Circulation (all items) 2312 last year\u2019s circulation 1456.<\/p>\n<p>Number of patrons \u2013 1874<\/p>\n<p>Computer use \u2013 862 (includes wireless)<\/p>\n<p>Number of children\u2019s programs \u2013 15<\/p>\n<p>Attendance at children\u2019s programs \u2013 352<\/p>\n<p>Adult Programs \u2013 12<\/p>\n<p>Attendance at adult programs \u2013 151<\/p>\n<p>Halloween program Oct 25 \u2013 114<\/p>\n<p>\u201cWe will be closed Friday November 11 for Staff Development Day at Piedmont. We will be closed November 24-26 for Thanksgiving. We will close at 5 pm Wednesday November 23<sup>rd<\/sup>.<\/p>\n<p>We will be offering an adult Holiday Wreath making program on Tuesday November 29<sup>th<\/sup> at 6:30. The cost is $10 which will cover materials.
