Nicholson Council Meeting Minutes

August 6, 2018

6:30 P.M. Community Center

Call to Order – 6:30 p.m.

Attending: Mayor Jan Webster, Council Members -Mike Barfield, Lamar Watkins, Thomas Gary, Dusty Durst, City Clerk-Debra Fontaine, Mainstreet News – Charles Phelps, Attorney Jody Campbell

Minutes: Mike motioned to approve the July 2018 Council Meeting Minutes; Dusty seconded. All were in favor. Motion approved.

Financials: Dusty motion ed to approve the July 2018 Financials; Mike seconded. All were in favor. Motion approved .

OLD BUSINESS:

Trash Dumpster- Signs – The City purchased and erected signs that the recycle containers at the city shop are ” Under Surveillance”.

Agreement with JCPR/JCBOC- Gymnasium – Jan reminded council members an agreement was already approved, the copy they reviewed was with amendments from Jackson County and the city attorney. Dusty motioned to approve the newest amendment, Mike seconded. Motion approved.

NEW BUSINESS:

Thomas made a motion to move Library Meeting Room Policy forward on the Agenda in order to give more time to the budget; Dusty seconded. Motion approved.

Library Meeting Room Policy – Rhonda was approached by a Home School Group asking to utilize library space 1 or 2 times a week, as needed for the Home Schoolers. Rhonda approached the city on whether or not the city had a policy in place for such. She also contacted Commerce Library and asked Angel (Commerce Library Manager) if they had a Meeting Room Policy.

Angel sent Rhonda their policy, which Rhonda used to create a City of Nicholson Meeting Room Policy. After discussion, Council was asked to approve. Dusty motioned to approve the Library Meeting Room Policy, Thomas seconded. Thomas, Dusty and Lamar approved, Mike opposed.

Motion was approved.

2018 Budget Amendment-This constitutes the first reading of the Amendment-council is asked to look over the budget amendment to adopt at the next regularly scheduled voting session.

MAYORS REPORT:

  • Jan told council members that the meeting with Juan from Bureau of Veritas went very well. Juan will be doing Code Enforcement for the City of Jan mentioned that she was very impressed, as were the others at the meeting. Juan seemed willing to work with citizens rather than be hard handed at first. However, it does not appear that he will allow issues to get past him. He has done initial work on our first area of concentration and code enforcement notices are going out soon. After so many citizens have called with complaints, and our best response was to ask them to be patient, we are finally able to tell citizens that we are working on it!
  • Jan had a meeting with Ricky Sanders from Jackson County Park & Rec , and he gave her the response from the county regarding the IGA that we sent to them earlier. The amended IGA from the county was given to the city attorney. Jody made a few changes and the IGA is now ready for approval. She mentioned that she is thrilled with the plans that the county has for the gym and is looking forward to seeing how great it will be.
  • The first Daisy Festival Meeting will be Wednesday evening the 8th at 5:30 in the conference room. We are getting an early start this year! Jan asked all to come and told them it will take everyone’s ideas to create a good festival in 2019.
  • Jan commended Doyle .. David has been out of work with a shoulder injury which occurred during spring clean-up. Doyle has been cutting rain or shine! She also thanked Dusty for volunteering to help with the mowing. Thank you so much for the help!

LIBRARIAN’S REPORT:

“Summer finished: It was a good busy summer. We have looked ahead to what we want to keep for the Summer of 2019 and what we want to change.

Passports: April-July 2018 We have averaged around 15 passports a month. Our two new employees will be training this month to prepare passports.

Adult Summer Reading Program: We have started our Adult Summer Reading Program. We have enough prizes that we have expanded to two months (August and September).

August: We are cleaning and rearranging this month. We have no programs scheduled. We will start programs up again in September.

New Employee: Claire Harrison resigned to take a position as a Camp Host in Tennessee with her husband. It was something that they both wanted. Our new employee is Cathleen Hill.

Publicity: Please take a quick look at our press notebook. Notice we had coverage for every week during the summer. I took photos and wrote small press releases for each week for the summer.

Meeting Room Policy: to be decided at council meeting.
