Nicholson Council Meeting Minutes

Monday – April 1, 2019

6:30 P.M. Community Center

Call to Order – 6:30 p.m.

Attending:  Mayor Jan Webster, Council Members –Mike Barfield, Dusty Durst, Thomas Gary, Lamar Watkins, Mainstreet News – Charles Phelps, City Clerk-Debbie Fontaine, Jody Campbell not present but available if needed via phone.

Pledge of Allegiance – All

Minutes: Dusty motioned to approve the February 2019 Council Meeting Minutes; Lamar seconded. All were in favor. Motion approved.

Financials: Thomas motioned to approve the March 2019 Financials; Dusty seconded. All were in favor. Motion approved.

NEW BUSINESS:   

  • Employee Insurance – Mike motioned to table until next month, Lamar and Thomas were in favor; Dusty was opposed to tabling the Health Insurance item.

OLD BUSINESS:  

  • Garrett Paving – Autumn Drive – Thomas motioned to approve the change order to current Garrett Paving Agreement that includes the paving of Autumn Drive, Lamar seconded, motion was approved as stated on Proposal:

$109,425 – to Patch and 1’5” Overlay,

$129,165 – same as patch and overlay plus 1” 12.5 OGI to help prevent cracking.

MAYORS REPORT:

  • Jan told council members that the ad for the Dump Truck will be ran in the Jackson Herald on April 17th and 24th in order to have the bids looked at directly before the next council meeting.
  • Jan also mentioned that the city has its first renter for the Benton Event Center for a Beauty Pageant on April 13, 2019. She also told council that this event was only charged $600 due to not having established rental procedures and fees yet for the space.

LIBRARIAN’S REPORT:   

  • March we had a make your own sock puppet program. April we are doing two children’s programs:
  • Thursday April 4 (2-4): making a sun catcher, making slime and having a story time.
  • Thursday April 18 (4-6 PM) – DIY Seed bombs, microscopic look into the Earth’s wonders.
  • Bandit: April 23rd 5-6 PM
  • Feb Passports: 34 people getting ready for spring break
  • Today we did two passports and have more scheduled.
  • Passport Audit-We were audited in March. We passed but haven’t received the report back.
  • We did a March Madness Tournament of Book (series)-Magic Tree House was the winner.
  • We are busy getting ready for summer.
