Nicholson Council Meeting Minutes
Monday – January 7, 2019
6:30 P.M. Community Center
Call to Order – 6:30 p.m.
Attending: Mayor Jan Webster, Council Members –Mike Barfield, Dusty Durst, Lamar Watkins, Thomas Gary, Mainstreet News – Charles Phelps (Absent: City Clerk Debbie Fontaine, City Attorney Jody Campbell)
Pledge of Allegiance – All
Minutes: Mike motioned to approve the December, 2018 Council Meeting Minutes; Dusty seconded. All were in favor. Motion approved.
Financials: Dusty motioned to approve the December 2018 Financials; Lamar seconded. All were in favor. Motion approved.
NEW BUSINESS:
Firearm Ordinance – Dusty motioned to approve the Firearm Ordinance with directives discussed at the last Work Session, Lamar seconded. This Ordinance is available on file at City Hall and goes into effect tonight when signed. All were in favor, motion approved. Firearm Ordinance Adopted.
Set Qualifying Fees for 2019 Elections – Lamar motioned that the city council approve the standard Qualifying Fees of 3% of full year pay for Elected Officials; Dusty seconded. All were in favor, motion approved. Qualifying Fees are set for 2019 Elections.
Vacation – Amendment – Dusty motioned to amend the employee handbook to read that after 7 years of employment with the city, employees will earn 3 weeks paid vacation, after 15 years/4 weeks paid vacation; Mike seconded. All were in favor, motion approved.
Planning Commission Appointment – Dusty motioned that the city approves the re-appointment of John Ring and Roger Cosby to the Planning Board; Lamar seconded. All were in favor, motion approved.
OLD BUSINESS: (No old business)
MAYORS REPORT:
- Jan told City Council that Keep Jackson County Beautiful-Bring One for the Chipper was a success. Doyle left the dump truck at City Hall and there were 10 Christmas Trees dropped off to be chipped.
- The city retreat meeting will be on January 18th, 2019.
- Jan also told council that the Mexican Restaurant opened, next door to Dan’s Food Mart.
LIBRARIAN’S REPORT: (Rhonda reported the following)
- Passports-We did 9 passports in December 2018. We have completed seven so far this month. We expect to be busy with passports with spring break coming up.
- Santa-We had over 250 people show up for Santa and Mrs. Claus this year. I have already booked for next year. We provide a small goody bag and a chance to make an ornament.
- Gingerbread Houses-We had approximately 30 people do gingerbread houses. It was our second year for this craft. This will be an annual December event at the library.
- Bandit/Therapy Dog-Bandit comes to the library once per month.
- I will be attending an event at the EJHS this month to hand out information on programming and items available.
- The children’s program this month is Yoga Bunny. Yoga Bunny by Brian Russo will be read and the children will be doing beginner yoga poses from the book. There will also be a bunny craft. Thursday January 17 from 4:30 PM – 5:30 PM.
CITIZENS REQUESTING TO SPEAK
- Roger Brock (with Coach Jerry) – Baseball Field use and schedule. The city agreed to allow Roger Brock to schedule and manage the baseball field use and asked that he keep the city informed. The actual terms and conditions will be drawn up by the city attorney in the form of an agreement to be signed by Mr. Brock.
