September 2019 Meeting Minutes

Monday – September 9, 2019 6:30 P.M. Community Center

Call to Order – 6:30 p.m.

Attending: Mayor Jan Webster, Council Members – Dusty Durst, Thomas Gary, Lamar Watkins, Mike Barfield, Mainstreet News – Charles Phelps, City Clerk – Debbie Fontaine, and City Attorney Jody Campbell

Pledge of Allegiance – All

Minutes: Mike motioned to approve the August 5, 2019 Council Meeting Minutes; Thomas seconded. All were in favor. Motion approved.

Financials: Dusty motioned to approve the August 2019 Financials; Mike seconded. All were in favor. Motion approved.

NEW BUSINESS:

Adopt Lease Agreement – There were changes discussed during work session that will be added to or changed in the lease agreement. Those changes are as follows:

  • The original buildings to be leased were 2020 and 2040; 2030 and 2031 were added to the agreement for future use but not being used initially.
  • Water, power and gas would be charged according to the city pro rata share of the bill using the occupied square footage. Right now this is a 50-50 split.
  • Delete medical expenses limit and building limit from Insurance terms.
  • The playground maintenance and fencing will be the responsibility of the Tenants.

Mike motioned to adopt the lease agreement with said changes, Dusty seconded. Motion approved. Lease Agreement for Candy Castle was approved.

Veterans Program – Jan asked council if the city could begin establishing a Veterans Day Program Committee. Dusty, Mike and Lamar mentioned that they were willing to be on the
committee. Council mentioned having the program on Sunday, November 10, 2019. This event will be hosted at the Benton Hall Facility.

Approve Electrician for Daycare Center work – Thomas motioned that the city approve Charles Hill Electrical Contractor for work at a total of $6275. Dusty seconded. All were in favor, motion was approved.

OLD BUSINESS: (No old Business)

MAYORS REPORT:

Jan informed council members that the city commonly gets calls and Facebook comments from citizens making requests or sharing concerns. The city staff has asked that these items be added to the Mayors Report during council meetings. This week they were as follows:

  • One resident asked that the city remove the redundant stop signs near the railroad crossing. This has been addressed in the past and the city was told the additional signs are required by GDOT and Norfolk Southern Railroad.
  • Another citizen mentioned concerns over how hot the playground equipment gets and asked if the city would consider covering/shading the playground. Council agreed to consider the situation. One council member mentioned planting trees.
  • A local Girl Scout troop has requested the use of the community center for 3 Thursdays a month, from 6:30pm – 7:30pm to hold Girl Scout Meetings. Council agreed to allow, there was also a mention of using a different city building that may be more suited for such meetings-(The Wilbanks House).
  • Jan mentioned that the first meeting for Daisy Festival 2020 will be @ 6:00pm Thursday October 3rd in city hall conference room

LIBRARIAN’S REPORT:   (Per Manager)

  • We used the month of August to wind down from Summer Reading and to get ready for our fall and winter programs.
  • We did have Bandit the therapy dog visit in August. Bandit will be taking a break while his owner Kate gets adjusted to a busy high school schedule.
  • Tomorrow, the library will be invaded by pirates. We will have story time, games and prizes. Every staff member will be dressing up as a pirate. Each buccaneer will decorate his/her own treasure chest to fill. We will then use the games for our Halloween program.
  • We also start tomorrow bringing story time to the Pre-K classes of EJES, SJES and Candy Castle.
  • Our annual Halloween program will be on Thursday Oct 24th. Our regular October program will be based on monsters this year.
  • Our grand prize winner for Summer Reading was Hailey Coile who attends EJES.
  • We have a few more prizes to give out for our adult summer reading program.
