Nicholson Council Meeting Minutes
Monday – November 4, 2019 6:30 P.M. Community Center
Call to Order – 6:30 p.m.
Attending: Mayor Jan Webster, Council Members – Dusty Durst, Thomas Gary, Lamar Watkins, Mike Barfield, Mainstreet News – Charles Phelps, City Clerk – Debbie Fontaine
Pledge of Allegiance – All
Minutes: Dusty motioned to approve the September 9, 2019 Council Meeting Minutes; Lamar seconded. All were in favor. Motion approved.
Financials: Dusty motioned to approve the September 2019 Financials; Mike seconded. All were in favor. Motion approved. (Will add October to December Minutes)
NEW BUSINESS:
IGA with Jackson County Sheriff’s Office – Jody Campbell informed the city last month that Judge Gabriel Bradford mandated police presence during court proceedings; Jody asked the city to consider an IGA with Jackson County Sheriff’s Office. Council Members agreed and Jody drew up the IGA. Mike motioned that the city adopt the Intergovernmental Agreement with Jackson County Sheriff’s Office; Dusty seconded. All were in favor, motion approved.
OLD BUSINESS:
MAYORS REPORT:
- Jan first mentioned that Debbie received a call this afternoon from Crystal Tolbert, Cub Scout Pack 713, asking if her scouts could somehow be involved in the Veterans Day Ceremony. There was discussion since Programs have all been sent out and printed up. After much discussion council members agreed to have them give the Pledge of Allegiance with Senator Frank Ginn.
- Nicholson will host the Jackson County Complete Count Committee meeting on Friday November 8th.
- We have been working on the Budget but were unable to complete the budget before
tonight’s meeting. The Budget will be sent out to review later this week and added to the next Work Session Agenda.
- Jackson County Elections reminded the city that all candidates for the coming election need to come vote and leave immediately after voting. Candidates are not allowed to linger at the polling place.
- Veterans Day Program is at 3:00pm Sunday November 10, 2019 at Benton Hall.
- Jan reminded all that the GMA District 5 Meeting/luncheon will be at 11:30am Tuesday November 12th.
- Jan asked all to continue contemplating the names that were submitted during the last work session for the NWA appointment. The vote will take place at the December 2019 Council Meeting.
LIBRARIAN’S REPORT: (Per Manager Notes)
- We had two programs in October. One on Oct 8 was the Monster Academy where children learned about different monsters. The other was our annual Halloween event on October 24th. Our Halloween event was a huge success. We had over 100 people attend. The Nicholson Area Fire and Rescue started the evening off with a discussion on Halloween safety. They also donated goody bags. The children then played games and won prizes. The evening ended with a magic show. I would like to thank the city for allowing the library to use Benton Hall for the magic show.
- We are continuing to hold our Pop Up Library once a month at EJMS. We also continue story times at the preschool classes at EJES and SJES plus story time at Candy Castle.
- The Nicholson Library will be Frozen on Tuesday Nov 19 from 4-6 pm. The children will make a marshmallow Olaf, do a sing a long and there will be a trivia game starting at 4:45 pm. Prizes will be awarded at the trivia game. Elsa and Olaf will make a surprise visit.
- All of the staff attended Piedmont Regional Staff Training Day on Monday October 12th.
