Nicholson Council Meeting Minutes
Monday – December 2, 2019 6:30 P.M. Community Center
Call to Order – 6:30 p.m.
Attending: Mayor Jan Webster, Council Members – Dusty Durst, Thomas Gary, Lamar Watkins, Mike Barfield, City Attorney-Jody Campbell, Mainstreet News – Charles Phelps, City Clerk – Debbie Fontaine Two guests from City of Statham were there to observe the meeting.

September 26, 2019 Special Called Meeting Minutes: Thomas motioned to approve the September 26, 2019 Special Called Meeting Minutes; Dusty seconded. All were in favor. Motion approved.
Minutes: Mike motioned to approve the November 4, 2019 Council Meeting Minutes; Dusty seconded. All were in favor. Motion Approved.
Financials: Dusty motioned to approve the October and November 2019 Financials; Thomas seconded. All were in favor. Motion approved.
NEW BUSINESS:
Adopt 2020 Budget – Lamar motioned to adopt the 2020 Budget; Mike seconded. All were in favor. Motion approved – 2020 Budget Adopted.
Vote – NWA Appointee – Thomas motioned that the city appoint Bert Carithers to be the cities representative to the Water Authority; Mike seconded. A vote was taken and all were in favor. Motion Approved.
Agreement Jackson EMC Security Monitoring – Mike motioned that the city use Jackson EMC Security Monitoring for the City of Nicholson, Dusty seconded. All were in favor. Motion approved for Jackson EMC Security.
OLD BUSINESS: NA
MAYORS REPORT:
- There were a few complaints brought and they are as follows:
- Request to move the Stop Sign at the end of Broad Street.
- Limbs not all picked up, they wanted to know why only some were picked up. This was a rather large stack of limbs. Doyle returned the call.
- City limit sign has been removed from Jefferson Drive/Brockton Road at Ridge Creek. The person who called is trying to get the speed limit lowered by the State and thought the city limit sign needed to be in place for them to measure # of vehicles driving through.
- Jan informed council that the City will have its annual Christmas Tree Lighting on December 3rd at 6:30pm.
- December 12th the Nicholson Fire Department will be using Benton Hall for their Christmas Dinner.
- December 19th the city will hold its Christmas luncheon at noon for city employees, Mayor and Council as well as Planning Board Members.
- Daycare Center is still working towards opening in January.
- Doyle and David began working on the History Room at Benton.
LIBRARIAN’S REPORT: (Per Manager Notes)
- Our Frozen was a huge hit. We had a craft, trivia game, sing a long, balloon animals and face painting with a visit by Elsa.
- Santa and Mrs. Claus will visit on Tuesday December 10th from 6-8 pm. Besides Santa we will have a craft, cookies and punch, place to take selfies, and music.
- We will also have a cookie decorating program on Tuesday December 17th from 4-6 pm.
There will also be stories about cookies.
- We are gearing up towards summer.
CITIZENS REQUESTING TO SPEAK – NA
Executive Session: Mike made a motion to go into Executive Session; Dusty seconded. Council Members went into Executive Session.
Mike motioned to come out of Executive Session, Dusty seconded. Jody Campbell explained that the City of Nicholson adjourned into executive session to discuss matters of pending or continuing litigation. No votes were taken regarding matters protected by Attorney Client privilege and is not subject to disclosure.
Adjournment: Dusty motioned to adjourn; Mike seconded. Motioned approved.
