Nicholson Council Meeting Minutes
Monday – May 4, 2020 – 6:30 P.M.
ZOOM MEETING
Call to Order – 6:30 p.m.
Attending: Mayor Jan Webster, Council Members – Dusty Durst, Thomas Gary (came late to meeting), Mike Barfield, City Clerk – Debbie Fontaine, City Attorney-Jody Campbell, Mainstreet News – Mike Buffington, (Lamar was not present)
Pledge of Allegiance – All
Minutes: Mike motioned to approve the March 2, 2020 Council Meeting Minutes; Dusty seconded. All were in favor. Motion Approved.
Financials: Mike motioned to approve the March & April 2020 Financials; Dusty seconded. All were in favor. Motion approved.
NEW BUSINESS:
Accepting the naming of new city road – “Benton Center Way” – Mike motioned to approve the naming of the new city road to Benton Center Way, Dusty seconded. Jan also voted to make the 3rd affirmative vote. (Thomas was late). Motion was approved.
(Thomas arrived after this vote.)
Expansion of Benton Paving Project – City Council discussed the expansion of the Benton paving project due to necessity of utilizing all of the LMIG Grant for its designated project – including the need for the project to cover an expanded area to reach completion of the new road. (LMIG Project Grant was specific to creation of the road from 441 to the back of Benton Facility). Mike Barfield mentioned using extra funds for Church Street. The funds are specific unless reapplication takes place to reassign funds to a new project. Dusty motioned to accept the change order for the project; Thomas seconded. Mike voted against; Jan voted to make the third affirmative vote. Motion was approved.
Amend 2019 YE Budget – Jody explained that due to the city receiving more revenues than budgeted, the city needed to bring the final balance to actual YE balance. Thomas motioned to amend the YE Budget to present more accurate year-end financial balances; Dusty seconded. All were in favor. Motion approved.
Select Scholarship Recipient –City Council has been reading through the five applications for the scholarship award; Thomas made a motion to choose Kaycie Malcolm; Dusty seconded the motion. Mike voted against. Jan gave the third affirmative vote. Motion was approved – Kaycie Malcolm is the recipient for the annual $1000 East Jackson High School Scholarship.
OLD BUSINESS: (NA)
MAYORS REPORT:
- Jan told council members to be thinking about 3rd and 4th of July for Daisy Festival. We can discuss whether or not we should move forward with having the event at that time.
- Jan told council members that Green Heart Construction will be doing the Library Project in the Benton facility.
- She also told council members that the Library employee hours are tentatively starting back to work on May 11th with curbside service to begin one week later.

LIBRARIAN’S REPORT: (NA)
- There are no reports due to library being closed at this time – see Mayors Report.
(Due to Covid-19, city scheduling for office hours has yet to be determined).
