Nicholson Council Meeting Minutes
Monday – July 12, 2021
6:30 P.M. Community Center
Call to Order – 6:30 p.m.
Attending: Mayor Jan Webster, Council Members – Thomas Gary, Mike Barfield, Dusty Durst, Lamar Watkins, Debbie Fontaine-City Clerk, Angie Gary -Mainstreet News, Not Present – City Attorney-Jody Campbell, Library Manager- Rhonda O’Keeffe, John Ring

Minutes: Mike motioned to approve the June 7, 2021 Council Meeting Minutes; Dusty seconded. All were in favor. Motion Approved.
Financials: Dusty motioned to approve June 2021 financials, Lamar seconded. All were in favor. Motion was approved.
NEW BUSINESS: N/A
OLD BUSINESS:
Rezone Application: Linda O’Reilly – Application to rezone property in order to subdivide and separate 2nd dwelling. Mike asked Ms. O’Reilly if she had tried to move the trailer over a few feet to bring into compliance. Ms. O’Reilly said she could not. The trailer is very old and will be demolished at a future date when no longer in use-this is part of the agreement with current buyers. Mike motioned to approve application as long as it is within guidelines of the city ordinance. This motioned died for lack of a second. A Motion was made by Dusty Durst to approve the application to rezone, Lamar seconded. A vote was taken, Thomas, Dusty and Lamar voted in approval of the application, Mike Barfield opposed. Motion approved to accept Rezone Application.
Resolution to Establish Video/Cable Franchise Fees – Thomas motioned to pass the Resolution that would establish a Video/Cable Franchise Fee of 5% with the Secretary of State’s Office for the City of Nicholson; Dusty seconded. All were in favor; Motion Approved.
MAYORS REPORT:
- Received one bid for paving to be done in Nicholson. We will vote to approve the bid at the next council meeting on August 2nd.

- Comp Plan meeting is this week on Thursday July 15th @6:00PM. NEGRC asked us to invite Stakeholders, which are businesses in the community.
- We received approval for the ARPA Funds. Still searching for the usage rules to be sent. There will be more detailed information coming to cities.
LIBRARIANS REPORT: Per Library Manager
- Summer Reading Program is winding down. Our end of the summer party is this Thursday July 15 10:30 AM at the park. We will have the Fire Department there hosing the children down!
- The Lunch Bus numbers have been good this year. We are averaging around 20. The last day for the bus is Thursday July 22nd.
M-TH 11:45 AM – 12:15 PM, age 18 and younger, no need to sign up
- We are still handing out prizes for the children’s summer reading program. We started the adult summer reading program at the beginning of July.
- I am sending staff/volunteers to the elementary Open Houses on July 28.
- I am contacting the area elementary schools (EJ and SJ) about a reading story time program to the PRE-K classes. We did this pre-covid. We will be doing a story time for Candy Castle.
- Mobile Hot Spots are doing well.
- We will continue to film Irma for Spanish Story Time once a month.
