Nicholson Council Meeting Minutes

Monday, June 6, 2022

6:30 P.M. Community Center

Call to Order – 6:30 p.m.

Attending: Mayor Jan Webster -Council Members – Thomas Gary, Josh Burkhalter, Lamar Watkins, Interim City Clerk- Irma Robles, City Attorney Jody Campbell, and Library Manager Rhonda O’Keeffe. Not present: Mike Barfield (due to a family emergency in Florida), and Mainstreet News (was emailed on 6/7/2022 with information)

Pledge of Allegiance – All

Minutes: Josh motioned to approve May 2, 2022, Council Meeting Minutes; Lamar seconded. All were in favor. Minutes approved.

Financials: Thomas motioned to approve May 2022 Financials; Josh seconded. All were in favor.

The motion was approved.

NEW BUSINESS:

  • Resolution – Appointing Jody Charles Campbell as Prosecuting Attorney – Lamar motioned to appoint Jody Campbell as the Nicholson Municipal Court Prosecuting Attorney, Thomas seconded, all were in favor; motion approved.
  • An Ordinance providing for Constructive Resignation – Thomas motioned to approve an Ordinance providing for Construction Resignation, Lamar seconded. All were in favor, the motion was approved.
  • SPLOST 7 Categories – Josh motioned to approve the following categories for the upcoming SPLOST 7: 1. Facilities upgrades and acquisitions and 2. Roads, Streets, and Bridges. Lamar agreed and seconded this motion, all were in favor; the motion was approved.
  • Executive Session – to discuss employment – Thomas made a motion to go into an Executive Session to discuss employment, and Lamar seconded, all in favor.

At 6:56 pm, Josh made a motion to come out from Executive Session, and Thomas seconded, all were in favor. Motion approved.

City Attorney Jody Campbell explained that the City of Nicholson adjourned into Executive Session to discuss matters protected by Attorney-Client privilege pertaining to employee hiring and firing in Personnel Policies and Procedures Handbook. No votes were taken in Executive Session however a proposal was made which will be discussed openly to be considered at this time.

Finance Officer Position –Thomas Gary made a motion to ask Mayor Jan to make an offer to Marci Webster for the position of the City of Nicholson Accountant including full insurance. Josh seconded the motion, all were in favor. The motion was approved.

OLD BUSINESS: N/A LIBRARIANS REPORT:

SRP has started. We had 75 people signed up. Our first program was the petting Zoo- Hand Me Down Zoo. We had over 200 people turn out. We had positive input about it. It was busy outside with the zoo and inside with patrons checking out books, signing up for summer reading, signing up for cards, etc…

I have given you a copy of the schedule. The events this week are Talewise (science) and our own project.

We are also doing programs with Candy Castle. Some we will do separately so we have enough space.

No libraries or even schools except the HS have the lunch bus. Here is the schedule that we have for it.

MAYORS REPORT:

Mayor Webster mentioned the following for Mayor’s Report:

  • Mayor Webster reminded Council to make recommendations for appointing two members to the Planning Commission. Chairman John Ring explained that the candidates need to have an interest in the well-being of this community and be able to attend meetings. This item will be discussed at the next work session.
  • The resealing of the Benton Parking Lot is in progress and it looks fantastic.
  • Benton Building: Doyle is looking for roof companies to give us quotes. Josh said he will look into this also.
  • Old City Hall sign – Mayor Webster stated that the old sign is gone, the bricks are still there and Doyle will get a new sign that says “Nicholson City Park”. Council agreed with getting a new sign.
  • 2021 Audit – Mayor Webster and Irma are going to meet with Auditor Rachel Miller this week to review the audit together. The auditor will be glad to present it to the council as we did last year.
  • Thomas asked about David’s well-fare after his surgery and Mayor said he is recovering. Irma mentioned that he had a Doctor’s follow-up appointment on June 2, 2022, and he will start Physical therapy next week.

Adjournment: Josh motioned to adjourn the meeting; Lamar seconded. All were in favor, motion approved; meeting adjourned at 7:07 PM.
