Nicholson Council Meeting Minutes

Monday, March 6th, 2023

6:30 P.M. Community Center

Call to Order – 6:30 p.m.

Attending: Mayor Jan Webster, Council Members: Lamar Watkins, Mike Barfield, Thomas Gary, and Josh Burkhalter. City Attorney Jody Campbell, City Clerk Irma Robles, and Library Manager Rhonda O’Keeffe.  For public assistance, refer to the attendance sheet. Not present: Public Works Director Doyle Samples and Mainstreet News (emailed draft minutes to Angie on 3/8/2023)

Pledge of Allegiance – All.

FEBRUARY 6TH COUNCIL MEETING MINUTES: Council member Josh Burkhalter motioned to approve the February 6th, 2023, Council Meeting Minutes; Councilman Thomas Gary seconded. All were in favor. Minutes approved.

FEBRUARY 27TH SPECIAL CALLED MEETING MINUTES: Councilman Mike Barfield asked to separate in a different paragraph the Purchase of the Grapple Truck statement on the Mayor’s Report from the Purchase of the City Truck. These minutes will be amended. Council member Thomas Gary motioned to approve the February 27th, 2023, Special Called Meeting Minutes; Councilman Josh Burkhalter seconded. All were in favor. Minutes approved.

JANUARY & FEBRUARY 2023 FINANCIALS:  Council member Thomas Gary motioned to approve the January and February 2023 Financial Reports; Councilman Josh Burkhalter seconded. All were in favor. Financials approved.

NEW BUSINESS:

  • Mayor Webster updated the City Council about a meeting with the County Manager, Kevin Poe, and the SPLOST 6 Committee this morning. Mayor Webster, Public Works Director Samples, and City Clerk Irma attended this meeting virtually via zoom at 9:00 am. They could answer all the questions from the SPLOST 6 Committee about the Purchase of the Grapple Truck. The SPLOST 6 Committee unanimously voted in favor of the Purchase of the pickup and Grapple Truck. Councilman Thomas Gary motioned to table this item since he needed more time to review the proposal. Councilman Mike Barfield seconded this motion, and all were in favor. Motion approved. The Purchase of the Grapple Truck was tabled.
  • Mayor Webster held negotiations with the five selected companies last week, and four of those companies amended their original proposals. CRG stands behind its initial proposal, and the other four changed prices due to material and labor conditions. After hearing all five submissions from Mayor Webster, Councilman Josh Burkhalter motioned to approve the coating system bid from Top Tier Company; the motion died for lack of a second motion. Councilman Thomas Gary motioned to approve the TPO new roof proposal from Mission Construction company for $670,000.00; Councilman Lamar Watkins seconded; Councilman Josh Burkhalter opposed. The motion was approved.

Auction: we are looking for donation items

Live Music: Friday night is southern gospel by the Pruitt Family and Toni Kimbrell’s band.

Saturday night, our folks from Georgia Red Clay.

Program: please continue selling ads for our Daisy Program. Full Page is only $100; half page is $65; Business Cards are $30, and Personal Ads are $15. April 3rd is the deadline to submit ads to the newspaper.

Next Daisy Festival Meeting is on Thursday, March 16th, at 6:30 pm.

  • Sam Perry – Mission Construction

Mr. Perry thanked the City Council for selecting their bid proposal for the Benton Center Re-Roofing Project. He appreciated the opportunity to bid on this project. He mentioned that preliminary construction stages would start the following day and would coordinate with Public Works Doyle Samples and City Clerk Irma Robles.

  • Councilman Mike Barfield motioned to adjourn the March 6th, 2023 Council Meeting; Councilman Thomas Gary seconded, and all were in favor. The meeting was adjourned at 7:09 pm.-
