Nicholson Council Meeting and Public Hearing Minutes

Monday, April 3rd, 2023

6:30 P.M. Community Center

Attending: Mayor Jan Webster, Council Members: Mike Barfield, Thomas Gary, Josh Burkhalter, City Clerk Irma Robles, and Library Manager Rhonda O’Keeffe.  For public assistance, refer to the attendance sheet. Not present: City Attorney Jody Campbell (available by phone), Council member Lamar Watkins, Public Works Director Doyle Samples, and Mainstreet News (emailed draft minutes to Angie)

PUBLIC HEARING

  • V-23-01 Jamie Pruitt -Variance of the panhandle requirements of a flag lot Parcel # 013 028. Chairman John Ring introduced the staff report for Variance V-23-01 and recommended the approval of this request. Applicant Jamie Pruitt shared with Mayor and Council the purpose of this variance request. Councilman Mike Barfield motioned to approve the variance request from applicant Jamie Pruitt; Councilman Josh Burkhalter seconded the motion. All were in favor; variance was approved.

COUNCIL MEETING

CALL TO ORDER – 6:33 p.m.

PLEDGE OF ALLEGIANCE – All.

MARCH 6TH COUNCIL MEETING MINUTES: Council member Josh Burkhalter motioned to approve the March 6th, 2023, Council Meeting Minutes; Councilman Thomas Gary seconded. All were in favor. Minutes approved.

MARCH 2023 FINANCIALS:  Council member Mike Barfield motioned to approve the March 2023 Financial Report; Councilman Josh Burkhalter seconded. All were in favor. Financials approved.

NEW BUSINESS:

  • Community Center Gutters Project – Quotes. Councilman Thomas Gary motioned to accept Trim Co Exteriors’ quote for gutters only and not the gutters guard. Councilman Josh Burkhalter seconded; all were in favor. The motion was approved.
  • City of Ethics Re-certification Resolution. Councilman Josh Burkhalter made a motion to approve the City of Ethics Re-certification Resolution. Councilman Mike Barfield seconded. All were in favor. Motion approved.
  • Personnel Policy and Procedures Chapter 8 Attendance and LeaveTo add Columbus Day as a City Holiday. Councilman Josh Burkhalter made a motion to add Columbus Day as a City Holiday. The motion was not carried for lack of a second motion.
  • OLD BUSINESS:
    • Purchase of Grapple Truck. Councilman Thomas Gary made a motion to approve the purchase of a grapple truck, council member Josh Burkhalter seconded, and Councilman Mike Barfield opposed. Motion passed.
  • MAYOR’S REPORT:
  • Mayor Webster reminded everyone to attend the LEOP Meeting with the Jackson County EMA Division next Thursday, April 6th, 2023, at 2:00 pm – Library Annex.
  • Mayor also invited everyone to join us for the 2023 Spring Clean Up Event next Saturday, April 8th, 2023, at 8:00 am.
  • Next Daisy Festival Meeting is on Thursday, April 13th, 2023
  • LIBRARIAN’S REPORT

Rhonda O’Keeffe, Library Manager

  1. Nicholson Library has 95% of the Summer Reading Program ready to go. They have to finalize their in-house programs.
  2. Passports have been steady; however, they are starting to slow down.
  3. The Hidden Gems Adult Book Club is ongoing. It meets on the third Thursday of the month.
  4. Sherri Stephens, Library Assistant, learned quite a bit at the Children’s Literature Conference. She was excited about bringing new authors’ work into our library.
  5. Library Manager Rhonda O. learned how to be more inclusive when working with the visually impaired at the conference she attended.
  6. The library will have another children’s program this month.
  7. Nicholson Library’s main focus for this month is the Daisy Festival and then Summer Reading.  
  • CITIZENS REQUESTING TO SPEAK David Crawford.

Mr. David Crawford asked Mayor and Council about designating accessible parking spaces at the Gym and to check with our city attorney about Nicholson businesses not having accessible parking spots.

  • ADJOURNMENT: Councilman Mike Barfield motioned to adjourn the April 3rd, 2023 Council Meeting; Councilman Josh Burkhalter seconded, and all were in favor. The meeting was adjourned at 6:54 pm.-
