Nicholson Council Meeting Minutes
Monday, May 1st, 2023
6:30 P.M. Community Center
Attending: Mayor Pro Tem Thomas Gary, Council Members: Mike Barfield, Josh Burkhalter, City Clerk Irma Robles, City Attorney Jody Campbell, and Library Manager Rhonda O’Keeffe. For public assistance, refer to the attendance sheet. Not present: Mayor Jan Webster, Public Works Director Doyle Samples, and Mainstreet News (emailed draft minutes to Angie on 5/2/2023)
CALL TO ORDER – 6:30 p.m.
PLEDGE OF ALLEGIANCE – All.
APRIL 3RD, 2023 COUNCIL MEETING MINUTES: Council member Josh Burkhalter motioned to approve the April 3rd, 2023, Council Meeting Minutes; Councilman Lamar Watkins seconded. All were in favor. Minutes approved.
APRIL 2023 FINANCIALS: Council member Mike Barfield motioned to approve the April 2023 Financial Report; Councilman Josh Burkhalter seconded. All were in favor. Financials approved.
- 2023 City of Nicholson Scholarship: Councilman Mike Barfield motioned to approve Breanna Massey for the 2023 City of Nicholson Scholarship. Councilman Lamar Watkins seconded; all were in favor. Motion carried. Breanna Massey will receive the 2023 Scholarship.
- Planning and Zoning Fee Schedule Adjustment: Councilman Mike Barfield asked about the Development Permit’s $20 fee, and City Attorney clarified it is a $500 dls fee plus a $20 fee per lot. Councilman Mike Barfield motioned to approve the Planning and Zoning Fee Schedule Adjustment as amended. Councilman Josh Burkhalter seconded. All were in favor. Motion approved.
- OLD BUSINESS: N/A
- LIBRARIANS REPORT: Rhonda O’Keeffe, Library Manager
- Summer Reading Program (SRP) 2023 is set. All performers have been booked, in-house programs have been decided, and the calendar has been printed. Library Manager emailed everyone the SRP 2023 flyer.
- Sign-ups begin May 22nd, and our first program (petting zoo) will be June 1st.
- Sherri Stephens, Library Assistant, will speak to the EJES about the SRP this month.
- Please remember to buy quilt tickets. The money for the quilt is spent on Nicholson Library performers for the SRP. This helps the city with money.
- NIC Library is ready for the Daisy Festival. Piedmont’s roll-up library will be in the parade, ready for the cake walk.
- The Hidden Gems Adult Book Club is ongoing. It meets on the third Thursday of the month. Books are available at the front desk.
- We have a craft project this month. Making mom a card. This will be held in the annex on Tuesday, May 9, from 3-5 pm drop-in.
- Passports are slowing down. Nicholson Library should pick up for fall and winter travel at the end of the summer.
- MAYOR’S REPORT
- Mayor Pro Tem Thomas Gary mentioned that the Groundbreaking Jackson County New Administration Building event was today; Mayor Webster attended it.
- Daisy Festival is this weekend, and the city is ready for its 44th annual event. Mayor Pro Tem Thomas Gary asked for prayers for good weather and thanked everyone involved with the festival, which has helped to have a successful festival.
- EMA Rough Draft LEOP Meeting on May 24th, 2023 – time will be given later. Mayor Pro Tem Thomas Gary recommended city council attend this meeting.
- Next work session is on Thursday, May 25th, 2023, at 6:30 pm.
- Next Council Meeting is June 5th, 2023 at 6:30pm

- Councilman Mike Barfield motioned to adjourn the May 1st, 2023 Council Meeting; Councilman Josh Burkhalter seconded, and all were in favor. The meeting was adjourned at 6:44 pm.-
