June 2023 COUNCIL MEETING MINUTES

Nicholson Council Meeting Minutes

Monday, June 5th, 2023

6:30 P.M. Community Center

Attending: Mayor Jan Webster, Council Members: Mike Barfield, Josh Burkhalter, and Thomas Gary. City Clerk Irma Robles, City Attorney Jody Campbell, and Library Manager Rhonda O’Keeffe.  For public assistance, refer to the attendance sheet. Not present: Public Works Director Doyle Samples and Mainstreet News (emailed draft minutes to Angie on 6/6/2023)

CALL TO ORDER – 6:30 p.m.

PLEDGE OF ALLEGIANCE – All.

Councilman Thomas Gary made a motion to remove the Public Hearing agenda items to the end of the New Business regular agenda items; Councilman Mike Barfield seconded; all were in favor. The motion was approved.

MAY 1st, 2023 COUNCIL MEETING MINUTES: Council member Josh Burkhalter motioned to approve the May 1st, 2023, Council Meeting Minutes; Councilman Mike Barfield seconded. All were in favor. Minutes approved.

MAY 2023 FINANCIALS:  Mayor Webster informed Council about a technical issue with QuickBooks and not being able to provide MAY 2023 Financials at this meeting. May 2023 Financials will be voted on in the next Council Meeting.

NEW BUSINESS:

• 2023 Daisy Festival Grand Marshals recognition: Linda & Andy Goodman. Mayor Webster recognized Andy & Linda Goodman as the 2023 Daisy Festival Grand Marshals by delivering a plaque for many years of service to Nicholson Library and the community.
• 2023 GIRMA Renewal. Councilman Thomas Gary motioned to approve the 2023 Insurance Renewal quote from GIRMA. Councilman Lamar Watkins seconded. All were in favor. Motion approved.

OLD BUSINESS: N/A

LIBRARIANS REPORT: Rhonda O’Keeffe, Library Manager

  1. The library won a $2000 grant from the Dollar General Literacy Foundation. The check has arrived. We will use this money to pay for our programs this summer. Part of the requirements for the grant is to do a follow-up report at the end of the summer.
  2. Library social media: (only use Facebook) Facebook is up 274 % from last month. We reached 4.2 thousand and had 911 engagements which is up 280% from last month. Both EJES and SJES shared our Summer Reading Program list on their pages as well.
  3. Our first program was the Half Moon Petting Zoo. We had over 250 people for this event. We have started out strong. This week we have Mermaid Story Time Tuesday, June 6, at 2:00 PM. We have a craft program with the daycare on Wednesday, June 7 at 10:30, a Friendship craft program on Thursday, June 8 at 10:30, and the Divine Healing Rescue Ranch at 10:30 on Saturday, June 10 at 10:30 PM.
  4. Our Adult Reading Program has started and is going strong.
  5. Our grand prizes for the Children’s Summer Reading are as follows:

    -3 Disney Pop Funkos

    -a pack of Justice League figurines

    -a piggy bank from Regions Bank

    -family fun pack for 4 from Funopolis

    -pair of passes to GA Aquarium

    -pair of movie tickets (GA Theater Company Commerce)

    -Family pass for 4 to Rock City

    -pass for 4 for any Gwinnett Stripers Game

    -8-inch ice cream cake from Commerce Dairy Queen

    Read 45 books or 12 ½ hours reading (and over) to gain a ticket for the grand prize.

    Prizes for reading during the summer:

    -Sign up: coupon for a free cookie from Subway Banks Crossing, bookmark, and a sticker.

    20 prize level- read 20 books or 5 hours reading: receive a book, kid’s meal (with adult meal purchase) at Captain D’s, Captain D’s pencil while supplies last, free Arby’s curly fry coupon.

    40 points level-read 40 books or 10 hours reading: receive a book, a free Arby’s kid’s meal, a treat coupon from Chick-fil-A, and a free coupon for free ice cream at Dairy Queen Coupon Commerce.

    Piedmont Regional bought each library Launchpads which are tablets preloaded with educational games. Nicholson Library has gotten reviews back.

    MAYOR’S REPORT

    -NWA loan: request of plumbing code compliance letter to the city

    -The 2022 Audit presentation will be on the next work session: June 21st, 2023. Mayor Webster and City Clerk Irma will meet with Auditor Rachel Miller next Thursday, June 15th, at 9:30 am.

    -Independence Day Celebration Planning Meeting is Thursday, June 8th, at 6:30 pm.

    • ADJOURNMENT: Councilman Mike Barfield motioned to adjourn the June 5th, 2023 Council Meeting; Councilman Lamar Watkins seconded, and all were in favor. The meeting was adjourned at 6:50 pm.-
