October 7th, 2024 Council Meeting Minutes

Monday, October 7th, 2024

6:30 PM. Community Center

Attending: Mayor Steve T. Nichols, Mayor Pro Tem Thomas Gary, Council Members Josh Burkhalter, Lamar Watkins, Mike Barfield, Library Manager Rhonda O., City Attorney Jody Campbell, Planning Commission Chairman John Ring, and City Clerk Irma Robles. For public assistance, refer to the attendance sheet. Not present: Public Works Director Doyle Samples and Mainstreet Newspaper (Draft minutes emailed to Mr. Mike Buffington on 10/8/2024).

CALL TO ORDER – Mayor Steve T. Nichols called the Council Meeting on October 7th, 2024, to order at 6:30 p.m.

PLEDGE OF ALLEGIANCE – N/A

APPROVAL OF OCTOBER 7th, 2024, COUNCIL MEETING AGENDA: The Council Meeting Agenda for October 7th, 2024, was approved, with Mayor Pro Tem Thomas Gary motioning for approval and Councilman Mike Barfield seconding. There were no discussions, and all were in favor. The agenda was approved.

APPROVAL OF SEPTEMBER 9th, 2024, COUNCIL MEETING MINUTES. Councilman Josh Burkhalter motioned to approve the Council Meeting Minutes for September 9th, 2024, as written; Councilman Lamar Watkins seconded. There were no discussions. All were in favor. The minutes were approved.

AUGUST 2024 FINANCIALS: Councilman Mike Barfield motioned to approve the August 2024 Financials. Councilman Josh Burkhalter seconded this motion. There were no discussions. All were in favor. The financial report was approved.

NEW BUSINESS:

  • Variance Request: 81 Pine Ridge Pl – Councilman Mike Barfield motioned to approve the variance requested at 81 Pine Ridge Pl as presented with no conditions. Councilman Lamar Watkins seconded this motion. There were no comments or discussions. All were in favor. The motion was approved.

OLD/UNFINISHED BUSINESS: N/A

LIBRARIAN’S REPORT

Rhonda O’Keeffe, Library Manager

The Library will be hosting the following for the month of October:

ADULT PROGRAMMING:

  • Chair Yoga the first and third Wednesday of the month
  • Medicare Education Program Thursday Oct 10th at 11 AM
  • Book Club Thursday Oct 17 at 1:30 PM
  • Quilting Hearts of Nicholson every Tuesday starts at 10:00 AM
  • CHILDREN’S PROGRAMMING:
  • Drop in Craft (Pumpkin Person) Thursday Oct 10 3-5 PM
  • Creepy Crawlies Smithgall Woods 11 AM (Nicholson Library has programming during Fall and Spring Break)
  • Boo Fest Tuesday October 22 starts at 5:30 PM (Halloween Safety by NIC Fire Dept, games, crafts and magic show)
  • Fall Festival at EJHS (with PuRL) starts at 5 PM
  • The library will be closed for Regional Training on Monday, October 14th.
  • There were no questions or comments from Mayor or City Council.

MAYOR’S REPORT:

Mayor Steve T. Nichols

-Mayor Steve Nichols mentioned that ProBuild has moved out from John Deer Hall this past week. Commerce School of Dance is doing great using two rooms from John Deer Hall. He also mentioned about another company that is very interested in renting space from the city.

-Mayor Pro Tem Thomas Gary reminded everyone about our next event “Movies at the Park” this next Saturday, October 12th, and asked the staff to be there at 5:00pm.

-Mayor Pro Tem Thomas Gary also asked about a second budget hearing for the 2025 General Fund Proposed Budget and City Clerk Irma Robles responded that his questions will be answered by Finance Director Glenda Cantrell. at the next budget hearing on October 24th, 2024, at 6:30pm.

CITIZENS REQUESTING TO SPEAK: N/A

ADJOURNMENT: Councilman Josh Burkhalter motioned to adjourn the October 7th, 2024, Council Meeting. Council member Mike Barfield seconded, and all were in favor. The meeting was adjourned at 6:41 p.m.-

*Next Work Session & 2nd Budget Hearing– Thursday, October 24th, 2024, at 6:30 pm.

*Next Council Meeting & Budget Adoption– Monday, November 4th, 2024, at 6:30 pm.
