Call to Order – 7:00 p.m.
Attending: Mayor Steve Nichols, Mayor Pro Tem Lamar Watkins, Council Members Mike Barfield, Josh Burkhalter, Thomas Gary, City Clerk Irma Robles, and City Attorney Jody Campbell (available via phone). Not present: Public Works Director Doyle Samples and Mainstreet News (emailed notice on 3/21/2025 and draft minutes on 3/31/2025). For public assistance, refer to the attendance sheet.
NEW BUSINESS:
Selection of Bids: City Hall Annex Building Interior Renovation – Mayor Nichols presented quotes from Walter Barnett Construction Inc. for $80,750.00, which included the concrete option for $3,400.00, and the proposal from RBJ & Associates Contractors Inc. for $310,000.00. Councilman Thomas Gary inquired about the frequency of stage inspections during the construction project, and Mayor Nichols responded that the city would have the Bureau Veritas team inspect every week at each stage to ensure everything was up to code. Additionally, the city’s Public Works Director, Doyle Samples, will conduct daily inspections. Council member Mike Barfield inquired about the city’s funding for this project, and Mayor Nichols responded that the city would utilize the matured money market account amount of $97,000.00, which the city had set aside and is held in the city’s general fund. Councilman Thomas Gary inquired about the timeline for completing this project, and Mayor Nichols responded that the contract stipulates thirty days (30) for the project to be completed. Council member Mike Barfield inquired about the penalty for running over these 30 days, and City Attorney Jody Campbell clarified that a $250.00 fine is assessed for each extra day. Councilman Thomas Gary suggested adding an extension of those 30 days to the contract in case the project is not completed within the thirty days. Mayor Pro Tem Lamar Watkins motioned to accept the bid from Walter Barnett Construction for $80,750.00, which includes the concrete option for $3,400.00, and authorized Mayor Nichols to sign any documents related to this project. Councilman Mike Barfield seconded, and there were no further discussions. The motion was approved.
