Nicholson Council Meeting Minutes

Monday – June 3, 2019

6:30 P.M. Community Center

Call to Order – 6:30 p.m.

Attending:  Mayor Jan Webster, Council Members – Dusty Durst, Thomas Gary, Lamar Watkins, Mike Barfield, Mainstreet News – Charles Phelps, City Clerk – Debbie Fontaine, and City Attorney Jody Campbell  

Pledge of Allegiance – All

Minutes: Mike motioned to approve the May 6, 2019 Council Meeting Minutes; Dusty   seconded. All were in favor. Motion approved.

Financials: Dusty motioned to approve the May 2019 Financials; Mike seconded. All were in favor. Motion approved.

NEW BUSINESS:   

  • Memorial Drive – Ordinance to rename the road – Jan informed council members that the property and road leading to 527 Memorial Drive has issues for 911 addressing. We were requested by the county that the city make a change to that house address and road name.  The current owners of that address, Ed & Megan Atherton have asked if it is possible to name the road in accordance with the event center they are developing. (The original recommendation was Old Memorial Drive.) Jackson County agreed that as long as the new road name is not duplicated elsewhere in Jackson County it would be fine. The Athertons chose Cedar Station Drive.  Dusty motioned to change the name to Cedar Station Drive; Thomas seconded.  All were in favor. Motion was approved. The new address will be 97 Cedar Station Drive.
  • GIRMA – Cyber Security – Matthew Simmons with AJ Gallagher & GIRMA briefly spoke about the current state of cyber threats in Georgia cities. Matthew then made himself available to council for questions.  After Q&A Mike motioned for the City of Nicholson to approve a Cyber Security policy effective June 4, 2019; Dusty seconded. All were in favor, Motion was approved
  • City of Ethics – Mike motioned that the City of Nicholson renew their “City of Ethics” certification adhering to the following 5 ethics principals:
  • Serve Others, Not Ourselves
  • Use Resources With Efficiency and Economy
  • Treat All People Fairly
  • Use The Power of Our Position For The Well Being Of Our Constituents
  • Create An Environment Of Honesty, Openness And Integrity

-Lamar seconded the motion; all were in favor. Motion was approved to renew City of Ethics.

OLD BUSINESS:  (No old Business)

MAYORS REPORT:

  • Jan told council members that the farmers market went well.  She mentioned that the vegetables should be available by the time of the next Farmers Market. She also thanked everyone that volunteered to help.
  •  Jan told council members that GDOT returned the cities’ centerline road mileage back to 16 miles. GDOT had removed 8 miles at the start of this year bringing us to 8 miles. 
  • Jan told council members that Debbie pursued GMA (Re: Health Insurance) asking why the quote was so high; she said Dana from GMA reran the quote, removing the council members and the city received a quote that was in line with the first quote accepted by the city. Debbie canceled the policy with Johnson Benefits and signed up with GMEBS. The benefit of using GMEBS is that the quote we receive will not change if employees choose to not accept the insurance and it had a few more perks included in the policy. 

LIBRARIAN’S REPORT:    (Per Manager)

  • CeCe and Rhonda visited both EJES and SJES to discuss the 2019 Summer Reading Program.
  • CeCe visited EJES for Career Day.
  • Our first program was Galaxy Potato Prints and Slime-we had over 80 people. This is way we need to use the annex. That many people won’t fit into our meeting room space.
  • Passports were strong going into May. They will probably slow down during the summer since most people have theirs now.
  • We have the library decorated for summer.
  • Tomorrow (Tuesday the 4th), we will be having the planetarium. The spaces are full. We will be using the gym and the annex tomorrow.
  • We are still selling quilt tickets. See me if you would like to buy some.
  • We are collecting donations for Back to School Bingo. We will be collecting index cards, paper, pencils etc. Please drop your donations off at the library or city hall.
  • Outside programs in June: Star Lab Planetarium, Home Depot, Sam’s Path Petting Zoo, Science Tellers, and UGA Museum of Art: bead weaving.
  • In House Programs June: Rocket ship streamers, phases of the moon, marbled planets, and pipe cleaner constellations.
  • Bandit (therapy dog) will be visiting in June.
  •  The lunch bus will be here Monday-Friday at 12:30 pm. It will be here until July 26. No lunch served on July 4 and 5th.
