Nicholson Council Meeting Minutes Monday – August 3, 2020 – 6:30 P.M. ZOOM MEETING

Call to Order – 6:30 p.m.

Attending: Mayor Jan Webster, Council Members – Dusty Durst, Thomas Gary, Mike Barfield, Lamar Watkins, City Clerk – Debbie Fontaine, City Attorney-Jody Campbell, Irma Robles, Mainstreet News-Ben Munro

Minutes: Dusty motioned to approve the July 6, 2020 Council Meeting Minutes; Thomas seconded. All were in favor. Motion Approved.

Minutes: July 30, 2020 Special Called Meeting – Thomas motioned to approve the attached Special Called Meeting Minutes from July 30, 2020; Dusty seconded. Minutes are approved.

Financials: Before approving financials Jody explained the CARES Act funds that were distributed to cities that replied to the offer from the state. He explained that the funding is strictly for expenses incurred due to Covid-19. This will not make up for lost revenues. If the first deposit is not used, it will be sent back. The first deposit is 30% of the total allotment – 29,351.35. Thomas motioned to approve the July 2020 Financials; Lamar seconded. All others were in favor. Motion approved.

NEW BUSINESS:

Air Condition for John Deere Hall – Jan explained to council members that Doyle sought bids from more than 3 companies and only received one bid. The bid was from Simmons Heating & Air – $5,200 for a 15 SEER 2 ton Ameristar multi-zone heat pump with 3 indoor high wall mount air handlers. 1 year labor and 10 year parts warranty. Lamar motioned to approve; Dusty seconded. All were in favor. Motion was approved.

OLD BUSINESS: (NA) MAYORS REPORT:

  • 2020 Budget Amendment – Debbie is working on the 2020 Budget Amendment which will also include the 29,351.34 from the CARES Act Funding.
  • Citizen Request – Jan mentioned to council members that someone called the city asking if we gave permission for GDOT to put Rumble Strips on Jefferson Highway. Jan told council that we called GDOT and the Road Dept in Jefferson and then invited Jody to explain the legal answer to whether or not they could be removed. Jody explained that this is a state highway, GDOT is the one responsible for this road on a traffic control perspective. Lamar asked why Jefferson does not have the strips when it gets to Jefferson City Limits. Jan explained that the Rumble Strips are only used when the Speed Limit is 45 and over. Jan also mentioned one accident with a fatality of a young man a few years

back that fell asleep (before the rumble strips were there) and wondered if it could have been prevented.

  • Municode – Jan mentioned that this process is still underway and the attorneys are contacting Debbie with questions regarding ordinances.
  • Complaints in the city – Jan mentioned that there are many complaints in the city regarding Code Enforcement issues. She also asked Jody what it will take to get municipal court back in service and get another municipal court judge. She also mentioned using the CARES Act funds to help with getting court back in motion with proper social distancing and necessary restrictions in place. Jody mentioned that he has shared a copy of other municipality’s protocol according to Covid as well as providing a name for a municipal court Judge. Jan mentioned talking to Mayor Doug Haynie about Judge Anna Bolden and he gave her a great recommendation. Jan then mentioned several of the complaints and said that we need to get moving with our code enforcement.

LIBRARIAN’S REPORT:

Rhonda said all is well with summer reading program. They are down readers but the videos and crafts (done for people to join online) went very well. They added more new patrons with that program. Jan told Rhonda what a great success the library project is to date.
