Nicholson Council Meeting Minutes Monday – September 8, 2020 – 6:30 P.M. ZOOM MEETING

Call to Order – 6:30 p.m.

Attending: Mayor Jan Webster, Council Members – Dusty Durst, Thomas Gary, Mike Barfield, Lamar Watkins, City Clerk – Debbie Fontaine, City Attorney-Jody Campbell, Irma Robles

Pledge of Allegiance – All

Minutes: Dusty motioned to approve the August 3, 2020 Council Meeting Minutes; Thomas seconded. All were in favor. Motion Approved.

Financials: Thomas motioned to approve the August 2020 Financials; Dusty seconded. All others were in favor. Motion approved.

NEW BUSINESS:

NOTE: The Memorandum of Understanding was mistakenly left off of the Council Meeting Agenda. Also, the Municipal Court Judge needed to be moved from old business to new business. Dusty motioned to amend the agenda adding the MOU as first item on the agenda, and Appointment of Municipal Court Judge-Anna Bolden- as new business. Lamar seconded. All were in favor. Motion was approved and Agenda amended.

MOU Adoption – Jackson County – Dusty motioned to approve the MOU with Jackson County, Thomas seconded. All were in favor. Motion was approved.

Adopt Cares Act Resolution – Cares Act Resolution was a requirement by the state for local govt to accept funds provided by the Federal Government for any financial burden brought upon them by the corona virus pandemic. Dusty motioned to adopt the Cares Act Resolution; Thomas seconded. All were in favor. Motion was approved.

Adopt Budget 2020 Amendment – Thomas first asked if the budget will be amended on a month to month basis for the rest of this year since revenue streams have not been predictable. After explanation that this is the one time amendment, unless needed again on a later date, Thomas motioned to adopt the Budget Amendment; Dusty seconded. All were in favor. Motion was approved.

Municipal Court Judge Appointment – Anna Bolden – Lamar motioned that Nicholson City Council accept the appointment made by Jan Webster for Judge Anna Bolden to be the city Municipal Court Judge and approve the contract for employment; Thomas seconded. All were in favor. Motion was approved.

OLD BUSINESS: (NA)

MAYORS REPORT:

  • Jan mentioned that the city was invited to a Ribbon Cutting for the new Jackson County Ag Facility on October 1, 2020 @ 11:00 – lunch will follow. RSVP before September 18th. If anyone is interested in attending please contact Jan or Debbie to RSVP.
  • Jan mentioned that the city had a public meeting at 10:00AM today (September 8, 2020). Those in attendees were Jan, Debbie and Jody. This was one of the steps in the process for the USDA Grant for the Sprinkler System. This meeting was advertised in the local paper for two weeks.
  • Reminder that Jennifer Daugherty will meet with Jan and Debbie for Docket Conference to discuss next steps in USDA Grant. Jennifer will contact the city in the near future to schedule the meeting.

Thomas requested putting GDOT’s Public Safety on the agenda for the next meeting to discuss whether a request can be made that they not target trucks with minor issues that travel through Nicholson.

LIBRARIAN’S REPORT:

Rhonda mentioned that the project walk-through was today. There were only a few items left on a punch list such as hands-free soap dispensers. She also mentioned that there was enough money in the budget to add the furniture for the library annex project. She also thanked Lamar for helping move furniture for the library.

Adjournment: Lamar motioned to adjourn; Thomas seconded. Motioned approved. Meeting adjourned at 6:58PM.
