Call to Order – 6:30 p.m.
Attending: Mayor Jan Webster, Council Members – Thomas Gary, Mike Barfield, Lamar Watkins, Dusty Durst, Debbie Fontaine, Irma Robles, and City Attorney-Jody Campbell was present by phone, Sherri Lewis-Mainstreet News
Pledge of Allegiance – All
Minutes: Dusty motioned to approve the December 7, 2020 Council Meeting Minutes; Thomas seconded. All were in favor. Motion Approved.
Financials: Thomas motioned to approve the December 2020 Financials, and January 2021 Financials; Lamar seconded. All others were in favor. Motion approved.
NEW BUSINESS:
Ordinance Adopting Public Health Regulations –
Mike motioned to amend Chapter 19, Section 19.101 of the City of Nicholson Code of Ordinances to add the following: “(j) Any and all regulations promulgated and adopted by the Georgia Department of Public Health and Jackson County Environmental Health Services Office. Where the provision or rules adopted herein conflict with one another, the more restrictive rule shall control.” Dusty seconded the motion. All were in favor, Motion approved.
Sale of Real Estate –
Dusty motioned to accept the offer of Rick Webb to purchase .198 acres of city property located adjacent to Diversified Lifts for the sum of $3500, and to authorize the Mayor to execute any and all documents necessary to effectuate the sale, Lamar seconded. All were in favor. Motion approved.
OLD BUSINESS:
Approve Intergovernmental Agreement (IGA) between Nicholson Water Authority and the City of Nicholson: To move the current NWA location into the Benton (City Hall) facility-
Thomas motioned to approve the IGA as written, between the city and water authority. Dusty seconded, all were in favor. Motion approved.
MAYORS REPORT:
- Jan reminded council members that the Mayor Pro Tem position changes annually; for 2021, Dusty Durst will be the next Mayor Pro Tem.
- Jan read the most recent letter from Jennifer Daugherty of USDA Grants which stated the following: “Great News, we have finally received funding!!! The next step is to deliver (virtually) the Letter of Conditions, in order to obligate the funds. Please provide a few dates and times of your availability, so that we can get something on the calendar.”
The scheduled meeting time will be USDA giving the city the next steps to take, or forms to sign, in order to finalize the grant and/or loan.
LIBRARIANS REPORT: Per Library Manager
- “Meet Elizabeth Brown-new part time Library Assistant. She is picking up fast.
- Passports have been picking up.
- The Hot Spots have been checked out. It went smoothly.
- We are gearing up for Summer Reading. I believe we will be able to have some small in person programs instead of all virtual.
- We are continuing to do short taped programs on our Facebook page. We do Enchanted Story Time with Ms. Sherri (have a take and make craft), Spanish Story Time with Ms. Irma Robles and Reading Palace with Czarina Lena.
- We are beginning to see more people in the afternoons.
- We are no longer quarantining books following PRLS example. That started today.
- We are doing a food drive to support community among our patrons. The first eight children who donated food received a certificate and a pair of tiger ears. The ears are in relation to the PBS series Daniel Tiger’s Neighborhood.
- Since I have been manager, we have had news releases in the paper. Since Sherri started last year, she has been writing them. I edit and make what changes I deem necessary and send it into the Jackson Herald. The Mayor commented on it at the work session. I wanted to make sure Sherri received the credit for the good work she does on the news release.”
Thomas: Before the meeting adjourned Thomas had a couple questions. Since his particular request for a motion was not previously discussed at a Work Session Jan asked that it be on the March Work Session.
Mike: Mike asked if John Ring was not Chairman of the Water Authority any more, John Ring added that Roger Brock is now the Chairman and he will remain on the Board and assist him with the transition. Mike told John we appreciate his service.
