Nicholson Council Meeting Minutes

Monday – April 5, 2021

6:30 P.M. Community Center

Call to Order – 6:30 p.m.

Attending:  Mayor Jan Webster, Council Members – Thomas Gary, Mike Barfield, Dusty Durst, Debbie Fontaine, Irma Robles, (Council Member Lamar Watkins and City Attorney-Jody Campbell were not present) Angie Gary-Mainstreet News

Pledge of Allegiance – All

Minutes: Mike motioned to approve the March 1, 2021 Council Meeting Minutes; Dusty seconded.  All were in favor. Motion Approved.

Financials: Due to the financials not being delivered until 4:30PM on the day of the council meeting, it was agreed upon to table the approval to allow for time to review.  Dusty motioned to table the February and March financials, Mike seconded. All were in favor. Motion approved to table financials until the May Council Meeting.

NEW BUSINESS: No New Business

OLD BUSINESS:  

Ordinance Amending Personnel Policy – The city planned to adopt an amendment to the personnel policy that would simplify PTO and effectively clear accumulated compensatory time.  Debbie told Jan that the auditor made a recommendation of doing the vacation time on an annual calendar year instead of the vacation time always maturing on anniversary of start date. Mike asked how the city would handle if someone works a full year and then quits within a short time of completion of the first year.  Since there was not a clear answer, council opted to table this amendment until the city auditor has had time to respond to this question. Dusty motioned to table the Personnel Policy Ordinance amendment until next meeting, Mike seconded. All were in favor, Motion approved to table Personnel Policy Amendment.

MAYORS REPORT:

  • Jan told council members which roads were on the list to be paved. Ivy Creek Drive, Pine Ridge Place, Jim David Road, Lakeview Drive, Church Street. The time frame will depend on funding availability.  She also explained how LMIG is one contributing factor but still leaves the bulk of financing to city funding.  She told council members there is the option of closing all completed SPLOST 5 projects except Roads, Streets and Bridges and moving the remaining SPLOST 5 funds to “Roads” project category to help with the funding of necessary paving. Jan reiterated that the road list is subject to change if another road is deemed necessary for emergency paving.  She also told council the amount of money in SPLOST 6 for roads is 375,267.66.  SPLOST 5 total (for all projects listed) has 145,920.35.

LIBRARIANS REPORT: Per Library Manager

  • Having first in person program. The program is limited to 10 children plus one adult. Masks must be worn for those over age 3. We are using the annex room for the first time.
  • Our “take and make” projects have been a hit.  We have at least one each week.
  • We are gearing up for Summer Reading. We have program ideas in place and have Zoom meetings with other libraries and Piedmont concerning SRP.
  • Our new employee is a good addition to the team.
  • The library is busier in the afternoons.
  • Passport applications have picked up in March and April.
  • We are still doing virtual story times with Lady Sherri and Ms. Irma. Summer will include a mixture of in-person programs and virtual.
