Nicholson Council Meeting Minutes

Monday – June 7, 2021

6:30 P.M. Community Center

Call to Order – 6:30 p.m.

Attending:  Mayor Jan Webster, Council Members – Thomas Gary, Mike Barfield, Dusty Durst, City Attorney-Jody Campbell, Sherri Lewis-Mainstreet News, Library Manager- Rhonda O’Keeffe – Administrative Assistant Irma Robles – Those Not Present- Debbie Fontaine, Lamar Watkins, Jennifer Kesler, John Ring

Pledge of Allegiance – All

Minutes:  Dusty motioned to approve the May 3, 2021 Council Meeting Minutes; Thomas seconded.  All were in favor. Motion Approved.

Financials:  Thomas motioned to approve May financials, Dusty seconded. All were in favor. Motion was approved.  

NEW BUSINESS:

Conditional Use – Kesler – Special Event Center – Jan reminded council that discussion took place at the Work Session regarding the application for Conditional Use by Jennifer Kesler and that Nicholson Planning Commission recommended approval.  Dusty motioned to approve the request for Conditional Use, Thomas seconded.  All were in favor, Motion was approved.

Notice of Home Rule Amendment/Ordinance Amending Charter – Dusty motioned to approve the second and final reading for the change of city charter to adopt an amendment to Section 2.13-Compensation and Expenses. This would allow the city council to amend the charter as it pertains to city council compensation; Mike seconded.  All were in favor; Motion was approved.

CLCP – Increase in Funding $500 to $900 – Thomas motioned to approve the request for increase of Jackson County Certified Literacy Program, Dusty seconded. A vote was taken, Mike was opposed and motion carried due to majority vote.  

OLD BUSINESS:  

MAYORS REPORT:

  • Jan reminded council members that registration for GMA conference is tomorrow morning.
  • Jan reminded all that GMA 5th District Meeting is Wednesday and Nicholson is hosting and asked council members to come.
  • Jan told council members that Debbie is submitting application for and seeking information on the American Rescue Plan Funding and the list of uses for funding, provided by Federal Government for Georgia cities.
  • Jan mentioned to council members that since the city only got one bid for the Sprinkler System she would like to meet with council to discuss the details. Thomas asked if we could have a Special Called Meeting on the Sprinkler System alone.  Jan confirmed with Jody that the city can revisit in a Special Called Meeting and that we have several options available to the city to accept, reject or revise the bid.

LIBRARIANS REPORT: Per Library Manager

  • Need librarians report when Rhonda gets back
