Nicholson Council Meeting Minutes

Monday, August 1st, 2022

6:30 P.M. Community Center

Call to Order – 6:30 p.m.

Attending: Mayor Jan Webster -Council Members – Mike Barfield, Thomas Gary, Josh Burkhalter, Lamar Watkins, City Attorney Jody Campbell, City Clerk- Irma Robles, Finance Director Marci Webster, and Library Manager Rhonda O’Keeffe.  For public assistance, refer to the attendance sheet. Not present: Mainstreet News (emailed Angie on 8/2/2022 with information)

Pledge of Allegiance – All

Minutes: Mike motioned to approve July 5, 2022, Council Meeting Minutes; Josh seconded. All were in favor. Minutes approved.

Financials: Mike motioned to approve July 2022 Financials; Lamar seconded. All were in favor.

The motion was approved.

NEW BUSINESS:

  • Variance Application from Richard Smith 300 Church St – V-22-01 – Mike made a motion to disapprove the variance request from Mr. Smith due to the size of the proposed building and grading issues that have been brought to the Mayor and Council. Thomas seconded this motion. All were in favor. Motion to deny the variance application from Richard Smith at 300 Church St was approved.
  • Conditional Use Permit Application from Ignite Wireless as Agent for Georgia Transmission Corporation – Parcel #014-002B – C-22-01 – Mike made a motion to table the Conditional Use application from Ignite Wireless.  Due to health issues, he didn’t have enough time to study this application with the documentation provided and he still has questions about this zoning request. Thomas seconded. All were in favor. Motion approved to table this zoning request until September Council Meeting on September 12th, 2022.-
  • SPLOST 7 – IGA Approval – Mike motioned to authorize Mayor Webster to sign the SPLOST 7 Intergovernmental Agreement with Jackson County. Thomas seconded. All were in favor. Motion was approved.
  • Service Delivery Strategy – SDS Agreement – Mike made a motion to table the approval of the Service Delivery Strategy due to many discrepancies in the agreement that need to be addressed by Jackson County. Lamar seconded. All were in favor. Motion to table the approval of the SDS Agreement was approved.
  • OLD BUSINESS: N/A

LIBRARIANS REPORT:

The Summer Reading Program is officially over. I had Tash (Water Dept) draw the names for grand prize winners. All that is left is for a few children to pick up their prizes.

The Adult Summer Reading Program is over. She has to pick up her prizes. We had a winner a week in July for the Adult Program.

On our BeanStack report (technical):

Books Read:   2,414

Minutes Read: 42, 265

80 Rewards collected-this is low. We had over 50 40-point winners and more at the 20-point level.

Sherri and I attended the Open House at EJES and SJES. We spoke to the Media Specialist at each school. We hope to assist them with some events.

We will send the names of the children to each school (media specialist) who signed up for the summer program.

Our Adult winners: week 1-Brittany Clark, Week 2-Monica Booth, Week 3- Andrea Pittman, and Week 4-Becky Huss.

If the weather cooperates, I hope to buy the plants for our butterfly garden this week. We are using native plants. I have a grant but the money must be spent by Aug 19, 2022.

The plan for August is clean and organized. No official programs but the quilters and the Adult Reading Club will be held.

  • MAYORS REPORT:

Mayor Webster mentioned the following for Mayor’s Report:

-Jan reminded next work session is on August 25th, 2022, and the Council Meeting is on September 12th, 2022 due to the first Monday of the month falling on the Labor Day Holiday.

-The city events planning meeting will be held on August 16th at 6:00 pm. Need to start planning Veteran’s Day Celebration and other events such as Bubbles and/or Movies at the Park.

-Maysville Mayor’s Lunch was today and it was mentioned that the cities will start LOST negotiation with the County soon.

-She reminded Marci, Josh, Thomas, and Mike that GMA Classes in Young Harris, GA are coming soon.

CITIZENS REQUESTING TO SPEAK – Robert Akin, NWA Chairman

Mr. Akin approached the Mayor and Council and shared NWA updates such as new employees: Hannah and Jeremy. Unfortunately, they lost a good employee: Tosha Gaddis. Tosha’s last day will be next Wednesday. He invited everyone to have lunch with her on her last day. Chairman Robert Akin also mentioned that they will be more involved with the City of Nicholson by attending its monthly meetings. Thomas asked Mr. Akin about Tosha’s replacement and he responded they interviewed different applicants and hired a new person that will start working next Wednesday. Mike mentioned that he also would like to be more involved with the NWA by attending their meetings and he also appreciated Robert Akin being at this meeting.

Adjournment: Mike motioned to adjourn the meeting; Josh seconded. All were in favor, motion approvedmeeting adjourned at 6:55 PM.
