Nicholson Council Meeting Minutes

Monday, February 6th, 2023

6:30 P.M. Community Center

Call to Order – 6:30 p.m.

Attending: Mayor Jan Webster, Council Members: Lamar Watkins, Mike Barfield, and Josh Burkhalter. City Attorney Jody Campbell, City Clerk Irma Robles, and Library Manager Rhonda O’Keeffe.  For public assistance, refer to the attendance sheet. Not present: Council Member Thomas Gary, Public Works Director Doyle Samples, and Mainstreet News (emailed draft minutes to Angie on 2/7/2023)

Pledge of Allegiance – All.

MINUTES: Council member Mike Barfield motioned to approve the January 9th, 2023, Council Meeting Minutes; Councilman Lamar Watkins seconded. All were in favor. Minutes approved.

FINANCIAL:  No financial report was given to Mayor and Council.

NEW BUSINESS:

  • Pyrotecnico Fireworks Agreement. Mayor Webster read the email from Duane Browning about the rain date of July 8th, 2023, not being on the agreement, and it will be fine if City Clerk Irma Robles writes it in the contract. Councilman Mike Barfield motioned to approve the Pyrotecnico Fireworks Agreement; Councilman Burkhalter seconded, and all were in favor. Motion approved.
  • Flood Damage Prevention Ordinance and Resolution of Intent. Mayor Webster mentioned that FEMA suggested minor changes to our existing ordinance, and City Attorney drafted an Ordinance to amend Chapter 18 of the City of Nicholson Code. Council member Josh motioned to adopt the Ordinance; Councilman Barfield seconded, and all were in favor. Motion approved. After adopting the Ordinance, Councilman Mike Barfield motioned to authorize Mayor Webster to sign the Resolution of Intent to participate in the National Flood Program; Councilman Josh Burkhalter seconded, and all were in favor. Motion approved.
  • Boys and Girl Clubs of Jackson County – Donation Request. Council member Lamar Watkins motioned to approve a $500 donation to the Boys and Girls Clubs of Jackson County, Councilman Mike Barfield seconded, and all were in favor. Motion approved.
  • Selection of Bids: Benton Center – Re-Roofing Project. Councilman Mike Barfield has more questions to ask about these bids at the next work session. Councilman Mike Barfield motioned to table the discussion of the proposals for the next meeting; Councilman Watkins seconded, and all were in favor. The motion was approved. The Selection of Bids for the Benton Center Re-Roofing Project was tabled.
  • OLD BUSINESS: N/A
  • LIBRARIAN’S REPORT

-Nicholson Library is sending February monthly calendar out to Mayor, City Council, and City Clerk, plus people who have signed up to receive it.

-Drop in Craft for children (free)-Make a Valentine Card on Tuesday, 2/7; the Quilters meet each Tuesday.

-Adult Book Club 1:30 PM Th 2/16

-Mardi Gras Floats due in by 6 PM 2/16

-Working on performances and crafts for Summer Reading Program

-Passports are still going strong

-February is Black History Month – Library has displays.

  • MAYOR’S REPORT:
  • Doyle is attending the 43rd Annual Equipment Show in Perry, GA.
  • Next Daisy Festival Committee meeting is February 28th, 2023 at 6:30pm.
  • Purchase of a new city truck: Councilman Mike Barfield presented a quote from Chevrolet Auto Gallery. This will be discussed further in our next meeting.
  • CITIZENS REQUESTING TO SPEAK N/A
  • ADJOURNMENT: Councilman Mike Barfield motioned to adjourn the February Council Meeting; Councilman Josh Burkhalter seconded, and all were in favor. The meeting was adjourned at 6:40 pm.-
