Nicholson Council Meeting Minutes
Monday, February 27th, 2023
6:30 P.M. Community Center
Call to Order – 6:30 p.m.
Attending: Mayor Jan Webster, Council Members: Mike Barfield, Thomas Gary, Lamar Watkins, and Josh Burkhalter. City Attorney Jody Campbell (available by phone), City Clerk Irma Robles, and Public Works Director Doyle Samples. For public assistance, refer to the attendance sheet. Not present: Library Manager Rhonda O’Keeffe and Mainstreet News (emailed notice to Angie on 2/24/2023)
- Purchase of City Truck. Councilman Thomas Gary motioned to approve the quote from Days Chevrolet dealer, Councilman Josh Burkhalter seconded, Councilmen Watkins and Barfield opposed, Mayor Webster broke the tie and supported the purchase of the city truck. The motion was approved.
- Day Care Rental Fee. Councilman Josh Burkhalter motioned to gradually increase the monthly rental fee from $1,300.00 to $1,650.00 and not to $2,000.00 for the rest of 2023. Councilman Lamar seconded, and Councilman Barfield opposed. The motion was approved. Mayor Webster is authorized to sign the First Amendment to the Commercial Lease Agreement drafted by City Attorney Jody Campbell.

-Purchase of Grapple Truck: Mayor Webster mentioned that City Clerk Irma had contacted County Manager Kevin Poe and the SPLOST 6 Committee to get approval for the purchase of the Grapple Truck.
-Purchase of City Truck: Councilman Gary asked if the purchase of the city truck would come out of the SPLOST 6 Funds. City Clerk Irma affirmed that statement but also added that these funds would come out from the General Fund since the city doesn’t have the Splost Committee approval yet and the city needs that truck; but then, after the approval, Mayor Webster will write a check from the SPLOST 6 account for $46,983.00 to reimburse the City General Fund.

- ADJOURNMENT: Councilman Thomas Gary motioned to adjourn the Special Called Meeting; Councilman Lamar Watkins seconded, and all were in favor. The meeting was adjourned at 6:38 pm.-
