Judge Billy Chandler started the council meeting off by swearing in Jan Webster as Mayor, Mike Barfield; council member, Lamar Watkins; council member.
Meeting was called to order by Mayor Jan Webster. In attendance were, Mayor Jan Webster, Council Members Mike Barfield, Lamar Watkins, Judy Kesler, Max Whitlock, City Clerk Tosha Gaddis and City Attorney Jim David.
Mayor Jan Webster thanked Jim David for stepping up as City Attorney before terminating his services. She then appointed Jody Campbell to serve as the City of Nicholson Attorney. Jody Campbell presented an engagement letter, stating his prices, etc. Webster asked if there were any questions concerning the letter or rates. Whitlock asked what his previous salary was. Campbell replied that his services were not based on a salary, they were based on an hourly rate and that those rates had not changed. Mike Barfield made a motion to accept the engagement letter presented by Jody Campbell. There was a second by Lamar Watkins. There was a 3-1 vote, Max Whitlock being the vote against accepting the letter.
Mayor Jan Webster appointed Mike Barfield as Mayor ProTem. Webster stated that she was going to appoint Mayor ProTems in alphabetical order.
Lamar Watkins made a motion to reappoint John Ring and Roger Cosby back on the Planning and Zoning Board. Mike Barfield seconded the motion. All were in favor.
Mayor Jan Webster asked for a motion to pass a resolution to change over the bank and financial accounts from Ronnie Maxwell’s name to hers, Jan Webster. Mike Barfield made a motion to pass the resolution. There was a second by Judy Kesler. All were in favor.
Webster spoke about the Open Retreat Meeting that is to be held on Friday, January 8, 2016. She explained that it is to get ideas on short and long term plans for the city. Webster said that she wants the council and citizens to be involved. Mike Barfield made a motion to have the Open Meeting on January 8, 2016. Lamar Watkins seconded the motion. All were in favor.
Mayor Jan Webster opened the floor for questions or comments:
Tom Crow, Chairman of Board of Commissioners, introduced himself and invited everyone to the Town Hall Meeting, concerning the SPLOST 6.
Mike Barfield made a motion to adjourn. Max Whitlock seconded the motion. All were in favor.
