Meeting was called to order by Mayor Jan Webster. In attendance were, Mayor Jan Webster, Council Members Mike Barfield, Lamar Watkins, Judy Kesler, Max Whitlock, City Clerk Tosha Gaddis and City Attorney Jody Campbell.
A motion was made by Mike Barfield to approve the December 7, 2015 and January 4, 2016 Council Meeting Minutes. A second was made by Max Whitlock. All were in favor.
A motion was made by Lamar Watkins to approve the November 2015 and December 2015 financials. A second was made by Judy Kesler. All were in favor.
There was no discussion on the proposed comprehensive plan by Jerry Weitz. A motion was made by Mike Barfield to accept the proposal and to move forward. A second was made by Judy Kesler. All were in favor.
A request for proposal for demolition on the 348 Mulberry Street was approved. The motion to approve the RFP was made by Max Whitlock. A second was made by Lamar Watkins. All were in favor.
The Mayor and Council discussed the heat quotes for the city shop. There were 3 different quotes:
- Beck’s Heating & Air for $2,500.00 2. Turner Heating & Air for $2,400.00 3. JG Simmons, Inc. for $2,685.00. There was a motion made by Mike Barfield to accept the Turner Heating & Air quote for $2,400.00. A second was made by Judy Kesler. All were in favor.
A motion was made by Lamar Watkins to make a donation of $250.00 to the Jackson County Certified Literate Community Program. A second was made by Judy Kesler. All were in favor.
A motion was made by Lamar Watkins to make a donation of $700.00 to the Jackson County Senior Center. A second was made by Mike Barfield. All were in favor.
The Mayor and Council discussed the speed zone ordinance and had a chance to look over the chart. There were no changes made. A motion to sign and accept the speed zone ordinance was made by Mike Barfield. A second was made by Judy Kesler. All were in favor.
Hiring a new city clerk was on the agenda for approval. Tosha Gaddis, serving as the current city clerk had put her notice in on December 21, 2015, and she will be joining Nicholson Water Authority. Debbie Fontaine, clerk applicant had stopped in before the council meeting to answer any questions or concerns that the mayor or council may have about her possible employment and future with the City. Mayor Jan Webster said that Debbie would work out her 2 week notice with the City of Talmo. There was a motion made by Mike Barfield to hire Debbie Fontaine as the new City Clerk. A second was made by Judy Kesler. All were in favor.
The travel policy was discussed. There had been some changes from the original amended policy that receipts were not needed for the per diem up to $50.00. There were some concerns from Max Whitlock and Lamar Watkins about not turning in receipts. Attorney Jody Campbell stated that he would create a new policy to match the first amended policy. A motion was made by Lamar Watkins to accept the original amended travel policy. A second was made by Max Whitlock. All were in favor.
Mike Barfield made a motion to amend the agenda to add the 441 Street Light Project. A second was made by Lamar Watkins.
The Mayor and Council discussed the placement, Max Whitlock stated that he would like to see on a map exactly where the lights would be placed. Tosha Gaddis asked if there was a price per light in writing. Mike Barfield explained that he was told that it would be 18-22 lights at $21.25 per light, per month. And that there would be no installation cost to the city.
There was a motion made by Mike Barfield to go forward and start the installation of the street lights. A second was made by Lamar Watkins. All were in favor.
Librarian Rhonda O’Keeffe gave a library report. Mike Barfield has helped her with the libraries copying/fax/printing issues. They had four different machines and have changed everything over to one machine with Duplicating Printing Co. The library will host an adult coloring program on Tuesday evenings. And will be having a used book sale at the end of February.
Mayor Jan Webster mentioned how she and Mike Barfield met with Ricky Sanders from the JC Parks and Rec. They discussed purchasing new signs for the parks to include the East Jackson Park, Nicholson Park and Amphitheater.
