Nicholson Council Meeting Minutes

August 1, 2016

7:00 P.M. Community Center

Call to Order – Meeting was called to order by Mayor Jan Webster. In attendance was, Mayor Jan Webster, Council Members – Judy Kesler, Lamar Watkins, Mike Barfield, Max Whitlock, City Clerk Debra Fontaine, and Charles Phelps – Mainstreet News

Pledge of Allegiance

Max motioned to approve the August 1, 2016 Agenda; Mike seconded. A unanimous vote was taken and all were in favor. Motion approved.

Mike motioned to approve the July 11, 2016 Council Meeting Minutes; Max seconded, all were in favor. Motion approved.

After bringing up a couple concerns in the financials Mike asked that the City plan a retreat meeting to go over the Budget. Jan said a new Budget will need to be planned in September 2016 so we will look at our schedules to see when there will be time for such.

Judy motioned to approve the July Financials; Mike seconded, all were in favor. Motion approved.

NEW BUSINESS:

Amend 2016 LMIG Project submitted – Jan asked Debbie to explain the amendment. Debbie told council members that Daisy Lane needed to be removed from the 2016 LMIG Project list which was submitted to GDOT early February 2016. She said the original submission was Daisy Lane, Hunters Ridge and Broad Street. Broad Street is already complete and Doyle knows which paving needs are greatest for Nicholson and thought it would be best to remove Daisy until further research is done. Judy motioned to Amend 2016 LMIG Project list, removing Daisy Lane; Mike seconded. Motion approved.

OLD BUSINESS:

Purchase Truck and Dump Truck for Shop – Mike Barfield asked the city to table the purchase of the trucks due to the fact that the original dump truck was no longer available at the dealership. He also stated that the other truck for City Maintenance Dept. will need to be ordered and would take 6 to 8 weeks. After much discussion, Mike motioned that the city table the purchase of trucks until more planning and details were available; Max seconded. All were not in favor, motion was 3 to 1. Motion to table was approved.

Road Adoption & Paving Ordinance – Jan asked Jody to explain the ordinance. Jody explained that the motion would be to adopt as Public Roads, a portion of Ivy Creek, Summer Lane and Autumn Drive as shown on plat attached to ordinance. He also explained the Nicholson would be accepting those roads as public roads, and accepting the obligation to take responsibility for those roads. Mike motioned to adopt the Road Adoption and Paving Ordinance, there was not a second. Motion fails for lack of a second.

Resolution to Adopt Comprehensive Plan Update – Mike motioned to accept the Resolution to adopt the Comprehensive Plan Update; Judy seconded. A unanimous vote was taken. Motion approved.

Concrete Bids – Mike mentioned that the bids for the concrete work were inconsistent (specs did not match) and needed to be made with “like” specs in hand.  Mike motioned to table the bids for concrete until specs were given for bidders to use for their quotes; Max seconded. A vote was taken and split 2/2 on tabling the concrete. Jan made the tie breaking vote to table the concrete until work session. Motion approved.

It was mentioned that the city could have a special called meeting to make decisions on the issues that were tabled. Jan mentioned getting information together in order to have a called meeting.

LIBRARIAN’S REPORT –There were no stats given at this meeting.

The lunch program has ended; Rhonda said it was not as successful as they hoped. She also told council members that the end of Summer Reading Program was a huge success. The Library invited the Gwinnett Braves for their Summer Reading finale and the Braves Mascot made it a blast for all the children. Rhonda said they also gave the Library more Braves tickets to give out. The Nicholson Fire and Rescue also came with the Fire Truck and sprayed water from the fire hydrant for all the kids to play in, with the record temperatures it made for great fun.

Rhonda mentioned the Library had a driving class put on by the Health Department called PRIDE; they had 15 in attendance so they plan to do this a couple times a year. Rhonda mentioned that they had a great write up in the Jackson Herald for the Nicholson Summer Reading Program.

She also mentioned that they are regrouping for the Fall and planning events to remind patrons that “although the school is closing, the Library is not closing and will still be there for its patrons”.
